PHILPHOS was originally established in 1980 by the National Development Company (NDC), a Philippine Government Corporate Investment Fund. In 1981, the project became a joint venture between the Philippines and the Republic of Nauru, a Central Pacific Island Republic which is a major source of phosphate rock. Construction of the plant started in the same year by a consurtium of four major contractors; Coppee Lavalin of Belgium, Dragados y Construcciones of Spain, Mistsubishi Heavy Industries of Japan and the Philippine National Construction Company. It was then completed in 1984 and by 1987 commercial operations was initiated.
