PROJECT DEscriptION:

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.

JOB SUMMARY

The Community Engagement Officer will report to Senior Program Officer and will work closely with the Program Officer, Program Coordinators, the technical and Strategic Information teams to provide strategic direction in engaging and strengthening key populations (KP) (e.g., MSM, TGW, YKP) and people living with HIV groups, organizations or networks on a wide spectrum of client centered, differentiated service delivery strategies and interventions in EpiC priority sites and on advocacy priorities with Social and Behavior Change Communication team that will strengthen HIV prevention, care, treatment, and support across the cascade to help reach the 95:95:95 goals by 2030.

KEY RESPONSIBILITIES

Engage with key stakeholders to develop and implement a strategy for mentorship and capacity development of CBO/CSO in community mobilization, advocacy, gender programming, service delivery and organizational development.

Liaise and develop champions within community-based organizations, resulting in consistent and positive engagement of the communities and neighborhoods where KPs have a presence.

Provide technical assistance in the development and implementation of community engagement and mobilization strategies, consolidating a community engagement roadmap or strategic plan, to facilitate the achievement of program goals.

Work closely with national and subnational partners to design and implement proven or innovative community engagement strategies, approaches, and tools.

Oversee community mobilization activities, in partnership with subgrants or other CBOs/CSOs, to address cross-cutting concerns for MSM, TG, and People Living with HIV with a rights-based approach.

Support program team in deepening and expanding LGU-community linkages related to social contracting.

Support technical and strategic information teams of EpiC on community involvement in advocacy, monitoring & evaluation.

Act as focal point, in coordination with the strategic information team, on community led monitoring initiatives of other development partners.

Perform other related duties as assigned.

REQUIRED SKILLS

Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in the Philippines.

Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential

Demonstrated ability to be able to effectively work with, engage and mobilize key populations (MSM and TG) and people living with HIV and their organizations/networks

Ability to effectively coordinate with a range of stakeholders including government, community and other civil society organizations, and the private sector.

Ability to manage and complete numerous tasks with a high degree of organization and limited resources.

Ability to meet deadlines with strong attention to consistency, detail, and quality.

Fluency in oral and written communication in English and Pilipino

REQUIRED EDUCATION AND JOB EXPERIENCE

A minimum of a bachelor’s degree in Social Work, Community Development, or related social sciences. Or at least 2 years college education in a related field with at least 5 years of related work experience in community engagement of HIV Key populations including people living with HIV.

A minimum of 3-5 years of professional work experience in the field of Social Work, Community Development, Public Health, and HIV in the Philippines.

A minimum of 3 years of progressively responsible experience in working on community engagement, mobilization, advocacy, capacity building and related activities with Filipino MSM and TG and people living with HIV.

OTHER QUALIFICATIONS

Prior experience in a non- governmental organization (NGO) preferred.

Must be self-motivated with a positive and professional approach to managing work

Excellent interpersonal and teamwork skills, with other team members with diverse backgrounds.

Ability to work independently with minimal supervision and work with others effectively.

Experience of proactively identifying risk, addressing issues, and appropriately communicating these to the project staff, FHI 360 HQ, and USAID as needed.

Ability to travel domestically, as needed
