JOB PURPOSE

The Philippine CO intends to establish Emergency Preparedness and Response Officer (EPR) position under the direct supervision of Head of Programme and overall guidance of Deputy Country Director. The EPR Officer will be responsible for leading Emergency Preparedness and Response activities in Manila Country Office. The selected candidate will work closely with activity managers and policy officers steering preparedness and response across WFP’s key emergency functions, including in programme, supply chain and emergency telecommunications.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer will perform the following key responsibilities :

Lead the implementation of the Emergency Preparedness and Response Package (EPRP), including conducting risk analysis.Act as programme focal point for risk register and support relevant sub-units to implement Minimum and Advanced Preparedness Actions (MPA/APA).Monitor natural hazards and early warning signals to inform preparedness and response activities.Coordinate with Supply Chain the writing and revision of ConOPS and support the Head of Programme to monitor the implementation and contingency planning.Contribute to the early identification of preparedness gaps and facilitate EPR meetings with unit heads to follow-up on key actions.Review existing Standard Operating Procedures and amend in line with the recommendations of Regional Bureau’s oversight mission and, Odette during and after-action reviews.Identify training needs on emergency preparedness for staff, partners and Government counterparts, and coordinate the design and facilitation of such capacity-building exercises (SIMEX, TTX, etc.) in close collaboration with the EPR teams in RBB and HQ.Participate in field missions within 24-48 hours following disaster as part of the rapid assessment team.

During emergency, lead the implementation of emergency response actions in the affected areasOversee implementation of Cooperating Partners’ activities in compliance with WFP policies and procedures in line with the agreed plan of operations.Advocate for resources for WFP’s emergency preparedness and manage EPR budget. This includes clearly articulating the need for capacity strengthening and related programme opportunities, following up on the resource situation, and contributing to the preparation of funding proposals relating to emergency preparedness and response.Forge inter-agency linkages with key partners such as FAO, IOM, UNICEF, ISCG, and other UN agencies and NGOs through participation in relevant meetings and assessments.Establish and build relations with relevant focal points relating to emergency preparedness and response in the Government, including OCD, DSWD, and regional and provincial DRRMOsAssess the possibility of capacity strengthening programming for relevant agencies, and if potential, support fundraising opportunities to realize this goal.Work with the FLA focal point to maintain the roster of technically competent national and international partners to support emergency response initiatives.Provide guidance and support related to the emergency project cycle management (project design, implementation, monitoring, budget revisions, internal advance requests, reconciliation others).Ensure integration of cross-cutting themes into emergency and recovery programming, including protection, gender, PSEA, nutrition.Perform other responsibilities as required.

STANDARD MINIMUM QUALIFICATIONS

Education & Training

Relevant post graduate degree in Disaster Preparedness and Response, Governance, Humanitarian Services, Environmental Science, Social Sciences or other fields within the rubric of international development assistance

Experience

Minimum 5 years of work experience in UN organizations, international and/or national NGOs, Government entities or private sector with a focus on humanitarian work or public policy.

Language: Fluency (level C) in English language and the duty station’s language, if different. knowledge of local languages (Maguindanao, Hiligaynon) is an advantage.

DESIRED EXPERIENCE

Experienced in facilitating Simulation Exercises (SIMEX) for WFP staff, national stakeholders and UN partners is highly desirable.Ability to manage discussions with experts in WFP technical areas (VAM, CBT, GIS, Supply Chain, Retail, etc.)Professional familiarity with the Cluster Approach and the international humanitarian response structure and infrastructure, including coordination mechanisms, humanitarian reform, and funding mechanisms.Experienced working in collaboration with a diverse range of humanitarian actors, including governments, NGOs, UN agencies, civil society, etc.Experience in coordination and facilitation EPR trainings and workshops, After Action Reviews, and reporting on the same is an advantage.Experience in regional-level humanitarian operations in large-scale emergencies is an advantage.Experienced in supporting emergency food assistance (in-kind and/or CBT) programming and distribution.
