MAJOR RESPONSIBILITIES
• Manage the conduct of periodic review and evaluation of HR policies, considering their purpose and objective. Ensure the relevance and appropriateness of policies, and guidelines are consistent with the changing environment.
• Create and maintain operational procedures, guidelines and work instructions of the department and ensure continual improvement. Establish and develop effective monitoring tools to support the attainment of department’s KPIs.
• Manage the data preparation and analysis as requisites for Collective Bargaining with rank & file and supervisor Unions thru:
- a collaboration with Total Rewards Department to produce comparative data i.e. pay benefits, non-cash, other cash benefits, etc.
- gather and prepares other external and internal information such as but not limited to GDP, inflation rate, the unemployment rate for the past five years, billed volume, customer mix ratio, net core income, collection efficiency, accounts receivables, and other highlights
• Manage the processing of whistleblower cases, grievances, and other employee infractions to ensure effective handling and timely resolution. Drafts incident report, show-cause memo, notices, and closely coordinates with LRA and other stakeholders from time to time.
• Co-represent the company in labor-related concerns/cases filed at the National Labor Relations Commission (NLRC) office. Closely coordinate with the Legal and Regulatory Affairs (LRA) Division and other concerned offices to effectively execute strategies in resolving any case
• Collaborate with Organizational Development and Learning Department and implement continuing education program for line managers on effective employee discipline management.
• Manage the continuous development of the Code of Conduct and integrate it with the company’s core values and Maynilad Way.
• Performs periodic review, monitoring, and analysis of the Division’s opex and GAE budget. Monitor disbursement of planned vs. actual budget, and provide controlled opportunities for budget realignment. Consolidate and review the departmental budget in preparation for the annual budget season.
QUALIFICATIONS AND COMPETENCY REQUIREMENTS
MINIMUM EDUCATION
• Graduate of any four (4) year related course
• Preferably B.S./A.B. Psychology major
WORK EXPERIENCE
• Preferably with at least two (2) year relevant work experience
• Background in industrial relations in a utility or similar industry is a plus
• Background on guideline, policy development is a plus

• Is based in the head office but will frequently do field work within the concession area and conduct field meetings with the union members, officer, and government agencies.
