Job Description
QUALIFICATIONS:Candidate must possess at least Bachelor's/College Degree in Engineering (Electrical/Electronic) or equivalent.Registered Electrical EngineerWith 4 years or more of working experience in design and construction operations in High Rise Buildings;  exposed in procurement, bid evaluation, quantity surveying and detailed cost engineering works;Familiar with Engineering standards, codes and specifications;Knowledgeable in interpretation of Building plans, Electrical/Auxiliary Works Plans, etc. ;Must be organized and detail-oriented;A team player with good interpersonal and communication skills;Computer proficient.DUTIES & RESPONSIBILITIES:Assists the QS Head in all contract requirements;Handles specific projects and tasks as assigned by the QS Head;Reviews, validates (for completeness, accuracy and content) and keeps a record of all site-initiated Purchase Requisitions, prior to endorsement to Sr.QS/AQSM and QS Head.Implements Cost Engineering related activities such as Budget Preparation, Cash Flow, Value Engineering, Anticipated Project Cost Monitoring and variance report, Change Orders Review and Final Project Cost Closeout, and/or any task as may be required and necessary for any package of the project or projects;Applies implementable control measures to ensure that projects are completed within approved budget and scheduleRequests quotations from Suppliers/Contractors as may be necessary for any package of the project or projects handled;Ensures that OSM and contract awards are based on approved project schedule.Prepares cost estimates, quantifications/quantity take-offs, budgets, cost status reports, cash flows and projections, based on approved for bidding/construction drawings, existing field conditions, prevailing parameters and specifications, etc.Prepares permit requirements as needed by ManagementPrepares, reviews and validates detailed evaluations (submitted by the CM) of any and all bid proposals per contract package, including recommendations for final negotiation and award, prior to review of, and endorsement by, Sr.QS/AQSM and the QS Head.Reviews and validates Contractor’s claims (including EOT) and/or billings such as down payments, progress billings, retention and other close out activities, endorsed by Site Engineers/Construction Managers and the QS Engineers, including progress accomplishment reports.Reviews and evaluates Work Authorization Orders and Change Orders;Prepares, collates accurate specific information and submits drafts of Letter of Awards/NTPs/ Contracts endorsed by CM for review of the QS Head and the Legal Department;Performs related duties and responsibilities as may be assigned from time to time.
