QUALIFICATION REQUIREMENTS
1. With good moral character, and mentally and physically healthy;
2. Graduate of Chemical Engineer.
3. Full-time employee of the establishment where he/she is being appointed/ designated as PCO.
4. Has completed the Basic PCO Training Course by an EMB-recognized Training organization/institution.
5. Must be a licensed Pollution Control Officer accredited by Department of Environment and Natural Resources (DENR).
6. with at least 5 years of experience and must have a solid background knowledge as PCO gained from company in a manufacturing set up.
7. With full knowledge and understanding of accomplishing the needed reports in DENR, LLDA and other related government bodies.

DUTIES AND RESPonSIBILITIES OF ACCREDITED PCO
The accredited PCO shall perform the following duties and responsibilities:
1. Together with the Managing Head, ensure compliance with the requirements of PD 1586. RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs), and other pertinent rules and regulations;
2. Identify significant environmental aspects and impacts of the establishment's operational activities and recommended possible mitigating measures in the formulation/preparation and/or review of the Environmental Management Plan and Contingency Plan:
3. Attend to all permitting and registration requirements of the establishment prior to the construction, installation. or operation of pollution sources and control facilities;
4. Ensure the proper performance, operation, and maintenance of environmental management facilities or systems of the establishment such as the following:
Wastewater treatment facilities;Air pollution co
ntrol devices referred to in DAO 2000-03,Hazardous waste management storage areas (permanent or temporary);Solid waste segregation/management facilities (i.e. MWs: sanitary landfills. composting facilities, etc.); and Enviro
nmental mo
nitoring devices such as the Co
ntinuous Emission Mo
nitoring Systems, Air Mo
nitoring Stations, effluent flow metering/measuring devices, groundwater mo
nitoring wells, and other enviro
nmental mo
nitoring devices.
5. Attend to the requirements of the establishment or agency prior to the construction or installation of pollution control facilities including the application and securing of necessary pollution permits and renewal thereof;
6. Monitor activities pertaining the installation or construction of pollution source and control facilities with the end in view of ensuring their compliance with the air, noise and water quality standards; the PCO and the head of the establishment shall be responsible for any violations of P.D. 984and its implementing rules and regulations committed by the establishment where the offices is employed;
7. Report within reasonable time to the Authority the breakdown of any pollution control facility, and the estimated and actual date of completion/repair and operation;
8. promptly submit validate/certified as correct by the General Manager periodic reports as stipulated in Section 7 hereof or as required by the Authority (otherwise, said report shall not be accepted as evidence in pollution case);
9. As a liaison officer with the Authority, he shall keep himself abreast with the requirements of the Authority and the latest available technology on prevention, control and abatement of pollution;
10. Maintain liaison with the city/provincial/municipal or local pollution control officers;
11. Attend the meetings for Pollution Control Officers which may from time to time be called by the Authority;
12. Handle other matters of environmental concerns as required by his/her employer.
