Organizational Setting
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Reporting Lines
The Agricultural Economist reports to the Assistant FAO Representative (Programme).
Technical Focus
The engagement will support the implementation of the project, “Emergency assistance in restoring food security and agriculture-based livelihoods in Typhoon Rai affected areas in Region VIII” which aims to enable coconut farmers to immediately resume agricultural livelihoods through provision of agriculture inputs, including fertilizers, intercrops (i.e. Cardaba banana, assorted vegetable seeds, and sweet potato), and garden tools to start alternative livelihoods and improve local food security.
Tasks and responsibilities
The Agricultural Economist will carry out the following tasks:
Coordinate closely and provide key support to the Project Team Leader with regard to the project results f
ramework. This includes design of appropriate mo
nitoring f
ramework/tools in determining project post-distribution utilization and results/outcomes, preparation and implementation of surveys, including data collection, quality co
ntrol of data entry and creation, analysis, interpretation, and visualization;Provide support in development of mo
nitoring and assessment tools in determining the incremental yield, income and total farm productivity of typhoon-affected coco
nut farms with intercropping support from the project;In coordination with the Project Technical Working Group and other relevant government agencies and stakeholders, assist in market identification of produce/products from the intercropping intervention;Design technical assistance interventions to provide agricultural enterprises for farmer-beneficiaries with post-intercropping investment support, including but not limited to market information and business development services to sustain the gains of the projectCoordinate closely with natio
nal stakeholders (government (i.e., Department of Agriculture (DA) and Philippine Coco
nut Authority (PCA) Central Offices), UN Agencies, NGOs, food security and agriculture cluster) involved in Typhoon Odette respo
nse and recovery of agricultural livelihoods;Develop and promote strategic l
inkages, synergies and partnerships between FAO and other actors from the UN, Government, Do
nor Community, Academe, Private Sector and Civil SocietySupport the preparation and review of mo
nitoring reports;Participate in technical meetings/workshop organized by the Provincial Technical Working Group and other implementing partners;Communicate results and reports to government partners, including natio
nal stakeholders, such as the DA and PCA to feed into the implementation of the Natio
nal Coco
nut Farmers and Industry Development PlanSupport the synergies of the project with other relevant initiatives, programmes and projectsCarry out any other relevant duties within her/his technical competence as may be requested by the FAO Representative.
