Experience:
At least three (3) years of combined experience planning, monitoring, evaluation, research, data analysis, report writing, database management, and implementation of development projects. Experience in implementing health and nutrition projects/programs, community-based/community development projects/programs; project/program management an advantage.

Job Summary:
The Project Development Officer III shall be respo
nsible for monitoring, assessment, data consolidation, and drafting of project assessment and accomplishment reports. He/She shall be working in close coordination with the Natio
nal Program Management Office (NPMO) Project Officers and Regio
nal Program Management Office (RPMO) PMNP Units to ensure regular collection of reports and means of verification (MOVs), proper uploading of docu
ments to the system, and timely preparation of reports.
Statement of Duties and Responsibilities:
A. Project Management
Prepare reports and presentation materials on Project’s status of implementation, specifically on accomplishments to date, gaps and challenges in the implementation, facilitating factors, and next steps forward. Provide an analysis of data available for the period, noting on key findings for action of the relevant Project staff and management; flag/advise the relevant Project staff and/or management should there be deviations and/or gaps between the plan and actual accomplishments to date. Review work plans and advise the team on the co
nsistency of work plan with the Results f
ramework, key performance indicators (KPIs), and desired phasing of the Project.Keep track of the submissions of Project reports to the DOH-Disease Prevention and Co
ntrol Bureau (DPCB), oversight agencies, and other DSWD Offices, Bureaus, Services and Units (OBSUs).
B. Capacity Building and Technical Assistance Support
Orient and/or Train RPMO staff and/or other Project stakeholders on the Project’s monitoring, assessment, and reporting standards and guidelines. Support NPMO and RPMO Project staff on the co
nduct of capacity building activities and technical sessions as needed, in the capacity of a facilitator, resource person, docu
menter, and/or secretariat. Participate in Mo
nitoring and e
valuation (M&E)-related discussions and activities, especially on targets or activities related to ba
seline/Endline Assessments, recalibration of Project targets, updating of the M&E Plan, and designing of research.
C. Monitoring, Reporting, and Feedbacking
Design and/or review and improve Project mo
nitoring tools and mo
nitoring plan, ensuring that these are aligned with the Project’s Results f
ramework and Key Performance Indicators. Collect data from the RPMOs in a timely manner and regularly check if data required are submitted/uploaded to the NPMO. Review, cross-check, and validate data submitted/uploaded, ensuring information and supporting data gathered are correct, complete, and updat
ed; organize technical sessions with the RPMO Project staff to discuss data gathered, co
ncerns needed to be validated, or other co
ncerns related to Project assessment and reporting. Draft and/or supply the correct data needed for work and financial plan preparations, division work plan preparation, and in accomplishing routine data requests from Project stakeholders or other DSWD OBSUs. Assist the Project Team Leader in preparing the narrative reports for submission to the DOH-DPCB and the Natio
nal Technical Working Group (NTWG), oversight agencies, and DSWD OBSUs; work closely with the RPMOs and with the Finance Unit and ensure co
nsistency of data presented and used in the reports being prepared and submitted. Review and provide inputs on the mo
nitoring and assessment plans and reports for submission to and/or sharing with the Natio
nal Program Manager, other OBSUs requesting for reports, the DOH-Child Health Division (CHD), and oversight agencies.Ensure that Project accomplishment reports and similar docu
ments co
ntain the correct and accurate data; are validated and submitted/uploaded in a timely manner; and with complete accompanying MOVs. Co
nduct field mo
nitoring visits as needed, to supplement mo
nitoring and feedbacking efforts.
D. Partnership Building and Collaboration
Work closely with the NTWG Focals for Mo
nitoring and e
valuation in discussing, reviewing, and preparing needed updat
es and reports, in compliance to the Project’s reporting requirements. Support the Project Team Leader in the leading and/or facilitating of meetings with the NTWG members and 4Ps Beneficiary First Team, specifically on co
ncerns related to Project monitoring, data collection and recording, and reporting.
E. Other Tasks
Perform the necessary admin tasks to facilitate approval and co
nduct of planned activities and other targets. Perform other tasks assigned by his/her supervisor that will co
ntribute to the achievement of targets of KALAHI-CIDSS Natio
nal Program Management Office, the PMNP targets in general, and/or other agreed deliverables/tasks with the supervisor.
