B. Preferred Qualifications (Competency-based)
Education:
Bachelor’s Degree in the any of the following fields – Social Work, Community Development, Public Management, Public Administration, Public Health, Development Management, or other Social Science courses
Experience:
At least five years of combined experience in development work, specifically with tasks related to management; community development; social safeguards; capacity building; resource generation, management, and donor/funding partner relations; planning, monitoring, assessment, and evaluation; report writing and presentations; and partnership building. Experience in management and administration of community-based and/or public health/community nutrition development projects, familiarity with World Bank procedures and guidelines, supervision of multi-disciplinary teams, and working with multi-sectoral groups, an advantage.
Training:
32 hours of relevant training related to formation, organizational assessment, organizational development and management, sustainability of grassroots organizations, community organizing, and community-driven development. Additional training on participatory local governance, social and environmental safeguards, culture sensitivity, conflict sensitivity and peace promotion, gender and development, community-based disaster risk reduction and management, social accountability, livelihood and enterprise development, and resource management is preferred.

Job Summary:
The Project Development Officer IV shall be respo
nsible for ensuring effective and quality facilitation and implementation of the Philippine Multisectoral Nutrition Project (PMNP) in coordination with co
ncerned government agencies. Shall be respo
nsible for the overall supervision, coordination, and mo
nitoring and reporting of the day-to-day operations of the project. He/She shall be the focal for technical assistance and capacity-building support on co
ncerns related to Social Process and Stakeholder Engagement and the key person respo
nsible to coordinate project deliverables and activities with other NPMO Divisions/Units, other DSWD Offices, Bureaus, Services, and Units (OBSUs), NTWG-member agencies especially with the DOH being the lead implementing agencies, and the oversight agencies. He/She shall report to the Natio
nal Program Manager of Kalahi-CIDSS, supervise the Division Staff and provide technical guidance to the Regio
nal Team Coordinators in coordination with the Regio
nal Directors, and shall work closely with other Division Chiefs within the NPMO and with counterparts from the DOH-NPMO.
Statement of Duties and Responsibilities:
1. Contextualize the use and application of PMNP guidelines, tools and framework of the Program and the Department in a manner that is understandable to project implementers and stakeholders.
2. Provide policy recommendations and technical assistance to inter-agency engagement, and in realizing the Department’s mandate on community development.
3. Conduct quality assurance and quality control of KALAHI-CIDSS process facilitation by the RPMO’s. Monitor implementation of program development processes and interventions through process audit, report review, field visits and spot checks.
4. Oversee and provide technical assistance on the following:
a. Implementation of the PMNP to ensure regional compliance to the Project standards and policies, such as but not limited to: facilitation and community mobilization, social safeguards, and gender.
b. Execution, management, assessment and evaluation of capability-building (CB) and training interventions to Project staff and stakeholders.
c. Lead purposive capacity building of Project staff and stakeholders. In coordination with the training unit, determines training needs, develops and administers capacity development plan to include formal training, team building, coaching, mentoring, task demonstration and other approach.
5. Undertake review through studies and assessments of how standards in community mobilization and thematic areas (safeguards, gender, peace and conflict, DRRM) are applied, and how relevant the contextualized facilitation manuals, guidance notes and tools are used in Project operations.
6. Generate lessons, strategies, and best practices in field implementation, coordinates with the communications division for good practices, and ensure these are widely disseminated and used to enhance operations.
7. Provide technical assistance to the Project Development Officers in the Operations Team through regular meetings for actions planning, plan implementation, performance review and assessment and tactic sessions to address issues and gaps.
8. Prepare periodic work and financial plans and progress reports specific to the functions outlined above, and coordinate with the proper officials and staff at all levels in the performance of the above tasks and functions and in conduct of field monitoring, assessments and others activities related to KALAHI-CIDSS as needed;
9. Participate and provide technical guidance and inputs on policies and standards.
10. Report to the Office beyond the approved work arrangements that may be instructed by the supervisors and deemed necessary in the exercise of duties and responsibilities.
11. Perform other duties that may be assigned by the Supervisor/Manager.
A. Project Management
Review, updat
e, finalize drafts, and sign-off plans, reports, guidelines, memoranda, and other similar docu
ments for the approval of the Natio
nal Program Manager and/or other DSWD officials, ensuring that these are accomplished and submitted to proper KC NPMO Divisions/Units, DSWD OBSUs, to the DOH, and to the oversight agencies, including the World Bank, in a timely manner; review and sign-off plans and reports by providing inputs to ensure co
nsistency of plans with the Results f
ramework, KPIs, desired implementation timeline, and other targets of the project. Review and analyze data available for the period, noting on key findings for action of the relevant project staff and management; flag/advise the relevant project staff and/or management should there be deviations and/or gaps between the plan and actual accomplishments to date. Initiate and organize meetings, co
nsultation sessions, workshops, and/or similar activities which aim to discuss and address implementation co
ncerns among project staff both in the NPMO and RPMOs, with other DSWD OBSUs, with DOH, and/or with the NTWG. Co
nduct regular meetings with relevant staff in the NPMO and RPMOs for project updating and discussion of implementation co
ncerns and ways to address issues and problems; ensure that agreements during these meetings are followed through and implemented/actualized. Supervise project staff and ensure that they are provided with adequate and appropriate technical assistance and admin support that will help improve their work performance, as well as co
ntribute to the project’s efficiency. Provide appropriate technical advice and recommendations to the Natio
nal Program Manager, the NTWG members, and counterparts in the DOH-NPMO a
bout the project status, implementation concerns, and strategies that will facilitate accomplishment of the Project’s targets.
B. Capacity Building and Technical Assistance Support
Review, provide inputs to, and sign-off training designs and learning materials to be used for training project staff and other target learning participants; ensure that learning designs are aligned with the project’s design, Results f
ramework, desired implementation timeline, and Project Operations Manual and its other related guidelines and standards. Provide capacity building and technical assistance support to project staff, especially to the Regio
nal Team Coordinators to ensure that implementation process are according to standards and guidelines; facilitate training and/or technical sessions as needed. Review, provide inputs ba
sed on the project’s standards, and sign-off communities’ proposed sub-projects as needed. Provide technical guidance to project staff to improve their work efficiency and effectiveness and/or to correct or improve their work outputs. Review and provide inputs to the Social Safeguards Mo
nitoring Report; provide technical assistance to project staff in the application of the project’s Enviro
nment and Social Safeguards f
ramework policy.
C. Monitoring, Reporting, and Feedbacking

nitoring tools and practices; review and sign-off project mo
nitoring plan, ensuring that plan is aligned with the project’s Results f
ramework, KPIs, and timeline. Review, provide inputs to improve and/or validate data, and sign-off project plans and accomplishment reports. Lead the preparation of project accomplishment reports for submission to the DOH NPMO, to the NTWG, to other DSWD OBSUs, and to oversight agencies including the World Bank; ensure correctness of data presented and appropriateness of analysis made.Ensure that submission of reports are according to agreed timeline, followed the prescribed reporting standards, and with correspo

D. Partnership Building and Collaboration

es and reports. Lead and/or facilitate meetings with the 4Ps Beneficiary First Team on co
ncerns related to the participation of 4Ps beneficiaries in the project. Assist his/her counterpart from the DOH-NPMO is leading and/or facilitating project activities as needed.
E. Other Tasks
a. Perform the necessary admin tasks to facilitate approval and conduct of planned activities and other targets.
b. Perform other tasks assigned by his/her supervisor that will contribute to the achievement of targets of Kalahi-CIDSS National Program Management Office, the PMNP targets in general, and/or other agreed deliverables/tasks with the supervisor.
