Job Summary:
The Project Development Officer IV (PDO IV) - Capacity Building Officer is respo
nsible for the development of capacity building interventions needed in the program implementation. The PDO IV, as part of the operation’s support team, shall develop and/or enhance existing training designs, including curriculum and materials used in the co
nduct of training activities, execute the capacity building plans and assess the effectiveness of the training for further enhancement and policy development.
Statement of Duties and Responsibilities:
Plan, design, consolidate, and analyze results of learning needs assessment for Kalahi-CIDSS stakeholders In coordination with relevant units and/or other NGAs partnering with Kalahi-CIDSS, develop capability plans for the program to address competency gaps.In coordination with the respective units, develop learning activity designs and facilitation guides for use of the Regio
nal Program Management Offices in the co
nduct of their capability building activities and/or technical sessions and mandatory training interventio
nsDevelop a learning assessment and learning application mo
nitoring plan, tools, and facilitation guide for roll-out of Regio
nal Program Management Offices; co
nsolidate and report on the outcome assessment resultsWork closely with the Regio
nal Training Specialists in ensuring that the competencies of RPMO staff, including the Area Coordinating Teams are enhanced to match the demands of program implementatio
nMonitor the capability building initiatives of the RPMO and ensure that training management standards are followed; coordinate with relevant OBSUs results of capability building interventions of Regio
nal Program Management Offices as well as staff of NGAs engaged in Kalahi-CIDSS implementation of the capability building interventio
nsProvide technical assistance to NPMO divisions and the Regio
nal Program Management Offices in designing learning activities, preparing learning materials, and/or organizing training activities and technical sessio
nsProvide technical assistance in reviewing Requests for Fund Release for proposed sub-projects related to Capability Building, co
nduct of IEC activities, and livelihood projectsCoordinate the capability building programs and projects of the NPMO with the administrative, finance, and other relevant N/RPMO units and DSWD OBSUs Serve as facilitator or/and resource person for related program activities Maintain databa
