Job Description

TERMS OF REFERENCE

Hiring Office: UNFPA Philippines Country Office (CO)

Purpose: This consultancy intends to support the Country Office strengthen the inter-linkages of health interventions and interventions which address the social determinants of SRHR. As such, the consultant shall be expected to provide technical analysis and recommendations in the areas of evidence-generation, planning, monitoring, coordination and partnerships, and resource mobilization in coupling health and social determinants interventions towards better SRHR outcomes.

This in turn will contribute to the CO’s support to the Philippine Government on the Three Transformative Results Plus: Ending Maternal Deaths, Ending Unmet Needs for Family Planning, Ending Gender-based Violence and Harmful Practices, and Ending Adolescent Pregnancies.

The technical and coordination work expected from the Social Determinants Analyst shall primarily be in line with the Responsible Parenthood and Reproductive Health (RPRH) Law, Philippine Mental Health Law, Magna Carta for Women, the Department of Health’s (DOH) and the DOH Guidelines on the implementation of the MISP for SRH in Emergencies.

Scope of work: (Description of services, activities, or outputs)

Contributing to the analysis and generate recommendations on the quality of relevant Annual Work Plans;Map, analyze and generate recommendations on partnership with government and non-government partners and stakeholders towards enhancing the capacities in further improving the SRHR outcomes;Review and generate recommendations on the operation and functionality of the RHCT at the National and Regional Levels in order to support initiatives at the provincial/municipal/city levels;Consult and coordinate with various stakeholders in generating recommended evidence-based, innovative and replicable programmatic solutions to pressing SRHR, GBV and MHPSS issues;Contribute in identifying and coordinating potential resource mobilization initiatives and opportunities to further widen and diversify UNFPA’s investments on SRHR.Perform other duties as may be assigned by the Country Representative.

This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday.

Place where services are to be delivered: Duty Station: UNFPA Philippines, Manila

Delivery dates and how work will be delivered ( e.g. electronic, hard copy etc.): Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks

Monitoring and progress control, including reporting requirements, periodicity format and deadline: The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the National Programme Officer for Reproductive Health, Manila, Philippines

Supervisory arrangements: The Social Determinants Analyst will work under the direct supervision of the Maternal Health Programme Analyst. She/He shall maintain coordinative and collaborative relationships with staff at the Country Office, including Humantarian team, and Cotabato sub-office including Operations staff

Expected travel: He/She will be expected to travel to the Sub-Office if needed.

Required expertise, qualifications and competencies, including language requirements: The Social Determinants Analyst should possess the following qualifications and competencies: Education:

Advanced degree in health sciences or public health or any other relevant field of study with two (2) years relevant professional experience

Knowledge and Experience:

Previous work experience on Sexual and Reproductive HealthPrevious humanitarian work experiencePrior experience in developing, implementing and monitoring of Work plans & Budgets is an added advantage

Languages:

Excellent interpersonal and communication skills including fluency in English and national language.
