Job Description
SERVICE CONTRACT: Gender based Violence (GBV) Nexus Coordinator SB4 Manila, Philippines
The Position:
Under the supervision of the Gender/GBV National Programme Officer, the GBV Nexus Coordinator is primarily responsible for the development, management, and monitoring of UNFPA Gender in Humanitarian Action (GiHA) and Gender-based Violence in Emergencies (GBVIE) interventions along the Humanitarian - Peacebuilding - Development spectrum. The post will coordinate and advance GBVIE programming across the humanitarian spectrum of preparedness, response, and recovery, including anticipatory action. The GBVIE programming includes but is not limited to rapid humanitarian response (e.g., Odette Response), anticipatory action (e.g., CERF AA Philippines Pilot), and mental health for women and girls (e.g., DFAT BRAVE project).

Job Purpose:
The GBV Nexus Coordinator will advance UNFPA’s agenda and mandate in coordinating and implementing GiHA and GBVIE interventions that address the MHPSS, GBV, and SRHR needs of vulnerable women and girls along humanitarian - peacebuilding - development nexus .

Programme and Implementation
Support the project design of humanitarian respo
nses that integrate GBVIE compo
nents - coordinating with the Humanitarian Coordinator and co
ntributing strategic inputs that support adherence to GBVIE Minimum Standards and strengthening of multi-sectoral respo
nses to MHPSS and GBVIE.Manage work plans of Implementing Partners authorized to implement GBVIE respo
nses and interventions, ensuring timely and resource-efficient accomplishment of project deliverables that address key immediate needs of vulnerable women and girls during emergencies, including the COVID19 pandemic; through diligent project management and regular mo
nitoring of activities including the completion of respo
nsibilities allocated to UNFPA direct execution in the WPs.Support the coordination of the GBV sub-cluster in order to ensure the functio
nality and quality of multi-sectoral GBVIE services among existing GBV prevention and respo
nse structure and service providers, such as Local Committees on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC), or its equivalent, to implement key legislation protecting women and children from violence (R.A. 7610, R.A. 9208, R.A. 9262, and R.A 8363); help assure the establishment of survivor-centered respo
nse system to GBV survivors.Support the development, leveraging, and e
valuation of digital innovations and technology (e.g., co
nversion of training materials into digital formats, design of e-learning courses, development of digital applications, and web-ba
sed IMS) in order to advance and strengthen natio
nal and local GBVIE reporting, response, and referral mechanisms.
Partnership, Communications, and Coordination
Provide technical assistance as needed to strategic partners, such as but not limited to DOH, DSWD, DILG, and IATF, in order to strengthen the mainstreaming of gender and GBVIE prevention and respo
nse in policies, plans, and programs.Identify communication entry points (e.g., human interest stories) and initiatives to strengthen UNFPA’s organizatio
nal brand in galvanizing support from and engagement with beneficiaries, government and non-government partners, and donors.
Monitoring and evaluation
Fulfill the reporting requirements of GBVIE programmes, including the preparation of regular progress reports, project updat
es, situations and other information requirements, towards the quality docu
mentation of activities and the provision of information needed for decision-making.Promote safe collection, analysis, and sharing of relevant data (especially for GBV sub-cluster members) within the co
ntext of the existing government databa
ses and intake forms.

Qualifications and Experience
Education:
An advanced university degree (Master’s or equivalent) in social work, public health, law, development studies, communications, international relations, sociology, social policy, or other fields related to women’s empowerment, reproductive health, gender-based violence prevention, and response.
Knowledge and Experience:
Four years of working experience in the field of GBVIE, MHPSS, or pandemic management.Prior experience in the area of violence against women and children, gender-ba
sed violence, gender equality, women’s empowerment, protection, communications, and/or human rights.Practical experience in design, implementation, monitoring, and e
valuation of projects.Prior training in gender and GBV issues and their application in development, humanitarian, conflict, and recovery settings will be essential.Sound knowledge of the Philippines’ legislation to promote women’s empowerment and address violence against women and children.Knowledge of policies, procedures/protocols, and inter-agency structures related to the prevention of and respo
