How can you make a difference

The consultant will particularly to support:

Conduct of the Gender Programmatic Review, including an assessment of disability- inclusive and social inclusion programming in the Philippines CO. This will be done in close collaboration with the gender focal points and the disability focal points.Support and facilitate a strong gender focus in the development of the next UNICEF country programme (2024-2028). This will involve supporting staff orientation/refresher on gender priorities, support to facilitation of dedicated discussion on gender programming as well as providing technical advice and guidance to programme staff as part of the country programme development.Coordination and support to the implementation of the project: ‘Changing Adolescent and Sexual Reproductive Health Norms Through Community and Education-based Interventions’. This will involve working with relevant programmatic sections, national and local counterparts as well as implementing partners ensuring adequate gender focus and timely implementation. It will also involve supporting liaison with donors and other stakeholders.Provide technical expertise to programme sections on gender and quality assure key programmatic documentation and reporting. This will involve quality assurance of country reporting (proposals as well as donor reports, partnership agreements, as well as annual reporting). It will also involve documenting good practices on gender programming.

While the consultant will be hosted in the Planning, Monitoring and evaluation (PME) section under the supervision of the PME Chief, it will work closely with the gender focal points within the office.

Project 1 Activities:

Process:

The GPR process is a step-by-step tool with four main steps that guides country offices in strengthening gender programming in alignment with country priorities, the UNICEF Strategic Plan and the GAP.

Step 1:

Analysis of the nine gender results in the GAP as well as and disability- inclusive and social inclusion programming within the national context, leading to prioritization of a subset of gender results to address in programming, based on national relevance and priorities, the CO’s ongoing work, and available financial and human resources. The analysis and prioritization should also apply to UNICEF’s programming in humanitarian and displacement settings and situate UNICEF’s role among UN agencies.

Step 2: Identification of the root causes of gender-inequitable outcomes underlying the set of gender priorities selected in Step 1, using in-depth gender analysis (such as causal analysis).

Step 3: Development of programmatic response – solutions, outputs and indicators to track progress; assessment of resource requirements; and availability of expertise and partnerships for programming.

Step 4: documentation of findings and agreements in a GPR report – including gender priorities, interventions, indicators and resources – for eventual integration into key country documents (CPD, action plan/gender strategy, etc.).

Using UNICEF Guidelines and Tools in conducting a GPR, the consultant will conduct:

mapping of global and national gender policy commitments and UNICEF country programme outputs, strategies and activities, including emergency response;an in-depth review of selected outputs, including recommendations to strengthen gender programming across sectors;internal and external stakeholder consultations with women’s and girls’ organizations/groups; andintegrating specific action points and strategies into the CPD process and consolidation into a CO Gender Action Plan.

Process:

The development of UNICEF next country programme will follow the results- based management approach as per UNICEF guidelines. The key steps include the prioritization of child rights deprivations and the identification of UNICEF’s strategic positioning and comparative advantages; the development of theory of change and development of results framework, as well as the articulation of key programming strategies. It will lead to the formulation of the Country Programme document (CPD) which will be submitted to UNICEF Executive Board.

Expected Role and Deliverable:

Orientation and refresher on gender priorities and programming, including as part of the Rights and Results based Management Training.Facilitate the identification of key gender priorities for UNICEF Philippines next country programme as well as support articulation of gender component in prioritized child rights deprivation.Support the development of theory of change and results framework with a focus on gender and equity.Support the formulation of programme rationale and input to the drafting of the Country Programme document.

Project 3 Activities:

This project as described in the background has a strong gender component and is multisectoral. The project is at its inception phase. Tasks will include:

Act as a cross-sectoral lead in the management and implementation of the project;Help to refine the programmatic approach and results framework as part of the inception phase;Coordinate implementation, monitoring and reporting across relevant sections implementing the project;Support the linkages, coordination and communication with key stakeholders, partners and donor;

Project 4 Activities:

The consultant will provide technical advice to programme sections on gender as required. This will include:

Review proposals and reports as well as other key programmatic documentation to ensure a strong gender lens is applied in programme design and M&E framework.Provide technical guidance to the DFAT funded SaferKidsPH programme to strengthen gender reflection and integration (as part of a GEDSI approach) in programme management and implementation.Quality assure annual programme reporting to ensure strong gender reporting.documenting good practices on gender programming within UNICEF country programme.Provide technical advice to programme sections as necessary to inform their programmatic approach.

Tasks:

Qualifications and Competencies of Successful Consultant

Advanced university degree (PhD or equivalent) in gender studies, social sciences, public health, or international development.At least eight years of strong technical and analytical skills in gender, disability and social inclusion research and ability to support gender assessments or reviews and the development of a gender action plan.At least 10 years of experience in gender, disability and social inclusion programme design and assessment, ideally including in the Philippines.Substantive and programmatic experience in gender, disability and social inclusion issues, with an understanding of social change, is essential.A proven record of developing field tools and guidance for gender analysis and sector programming;Experience conducting training and related capacity building on gender equality programming for transformative results.Experience in documenting key initiatives, report writing, evidence-based communications and documenting lessons learned;Some prior experience with UNICEF or UN agency programme planning and implementation is an advantage.Sound understanding of child rights and results- based management.Knowledge of gender, disability and social inclusion issues in the Bangsamoro Autonomous Region in Muslim Mindanao is an advantage.Excellent communication skills, including ability to work across different units and encourage collaboration; ability to explain complex concepts to different audiences.Excellent organizational and analytical skills.
