Job Description

The Position:
The Humanitarian-Development-Peacebuilding Nexus Programme Development Specialist will oversee the work of the HDP Nexus Programme Development (HDPNPD) Unit under the UNFPA Country Office (CO) Strategy Development and Branding (SDB) Team. You will maintain collaborative relationships with all programme and project staff at the CO and Sub-Office. Internal contacts include the Representative, the National Strategy Execution (NSE) Team, the Mindanao Strategy Execution (MSE) Team and the Operations Support (OS) Team.
External contacts include other UN agencies in the country, counterparts in Country programme acvies, and donors, including development partners.
You will report to UNFPA’s Policy and Strategy Development Specialist, who will be overall lead of the SDB Team.

Job Purpose:
The Humanitarian-Development-Peacebuilding Nexus Programme Development Specialist leads the formulation of strategic and responsive programmes to fulfill Women and Girls’ rights, unique needs, and accelerate the achievement of the Three Transformave Results Plus (3TR+) [to include ending adolescent pregnancies] within the context of operaonalizing the triple nexus in highly vulnerable, disaster- and conflict-affected areas of the Philippines, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Working to advance the ICPD policy agenda in a politically sensitive environment, you will anticipate and lead in the formulation of programmes that are responsive to changing priorities of the Governments.
You would be responsible for:
Reviewing the national and subnational political, social and economic environment in the Philippines as it impacts on Women and Girls’ rights and choices, and pursuing opportunities to poison the ICPD and provide specific UNFPA assistance and intervention (whether stand-alone or jointly with sister UN agencies) across the triple nexus. This will include assessing the implications of new national and/or sub-national policy developments and strategies and ensuring the integration of the appropriate response to these developments in UNFPA’s programme design and approach.

nal levels who are strategically positio
ned and possess a comparative advantage to advance the issues of Women and Girls.
Leading, in collaboration with the CO’s National and Mindanao Strategy Execution Teams, the formulation and design of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures, ensuring substance rigor, meliness, and quality in the proposal formulation process (e.g. evidence-based, results-oriented, clear theories of change, adheres to evidence-based frameworks and incorporates global best practices, human rights-based, gender-responsive, culturally and conflict-sensitive, etc.). This will include convening consultations with various stakeholders external to UNFPA such as rights-holders and duty-bearers at the national and subnational levels to ensure their meaningful participation and ownership of the programmes and projects being developed.
Generating innovative ideas and solutions to promote and accelerate the achievement of the 3TR+ in the triple nexus context, and ensuring that generang evidence of the relevance, effectiveness, efficiency, scalability/replicability and sustainability of these innovations is integrated in the design of these innovations.Promoting knowledge sharing and co

Qualifications and Experience:
Education:
Advanced university degree in economics, public health, medicine, sociology, gender, international relations, international development, management and/or other related social science field.
Knowledge and Experience:
● At least 5 years of increasingly responsible professional experience in humanitarian, development and peacebuilding nexus work;
● Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
● Proven experience in coordinating/managing a mul-disciplinary team of staff, experts and consultants;
● Field experience is an asset;
● Prior experience in the UN system is an asset.
● Substantive experience with implementing Sexual and Reproductive Health (SRH), Gender, Adolescents and Youth, and/or Populaon and Development programmes is desirable;
● Experience in programme and technical assistance with the UN system, international NGOs and Civil Society Organizations is an asset;
● Able to represent the organization in external relations with e.g. high ranking representatives from government, donors, private sector, foundation, etc.
Languages:
Fluency in English is required. Fluency in Filipino is desirable. Working knowledge of other official UN language is desirable.
