Job Summary:
The Materials and Equipment Management Services (MEMS) Lead strategizes, manages, and executes activities related to procurement, shipment, equipment calibration/repair/maintenance, and materials/equipment database management of ISS’ Integrated Laboratory Services, Well Testing and Measurements, Wireline and Well Logging, and Flow Test and Sampling.
Job Responsibilities/Scope:
Plans the work programs of MEMS Section and ensure alignment with the initiatives/activities of other departments/sections within SSGR;Develops MEMS Section's objectives, targets and key performance measures;Performs data analysis and various business analytics to enhance efficiency and effectiveness;Formulates MESS Section's strategies for co
ntinual improvement of section's performance.
Implementation
Manages the work programs of MEMS Section to ensure alignment with the initiatives/activities of other departments / sections;Formulates fleetwide equipment maintenance strategies, i.e. providing recommendation for purchases of new/replacement equipment, sharing of equipment, equipment parts and co
nsumables to optimize resources and equipment utilization.Plans and supervises the equipment maintenance program for ILS Laboratory equipment, WTM/WWL equipment, and FT&S equipment.Inspects and performs maintenance on assigned equipment and facilities.Develops and executes appropriate action plans to address any concern/issue on its day to day operation.
Quality Management
Develops and implements quality standards relevant to MESS Section, including but not limited to process maps, operating procedure manuals, databa
se, approval criteria, etc.Leads periodic review and necessary revision of MESS process maps and operating procedure manuals, including related databa
se management for co
ntinual improvement, operatio
nal efficiency and cost reduction;Maintains files of warranties, records, licenses, inspections, service agreements, and co
ntracts for various pieces of equipment.Ensure compliance to legal and regulatory compliance related to Equipment maintenance, such as DOLE-OSHC, PNRI, etc.
Client Management
Performs diagnosis/analysis of clients' needs and co
ncerns such as procurement, contracting, equipment repair/maintenance/calibration and propose appropriate solution in coordination with other co
ncerned verticals within EDC, as necessary;Provide functio
nal support to assist with the movement of samples, materials, consumables, and chemicals fleetwide.Creates, maintains record of related concerns/issues raised by Clients in customer satisfaction survey and closes all issues and co
ncerns raised by clients;Escalates and communicates to its immediate head issues/co
ncerns that is not resolved within his level.
Resource Management
Develops strategies to reduce procurement cost (example: volume discount, long term supply contracts, etc)Prepares budget (OPEX and CAPEX); mo

ntrol expenditures; and optimize use of resources for the section.e
