QUALIFICATION STANDARDS

Education:

Master’s degree or Certificate in Leadership and Management from the CSC

Experience:

5 years of supervisory / management experience

Training:

120 hours of supervisory / management training / learning and development intervention

Eligibility:

Career Service Executive Eligibility (CSEE) / Career Executive Service (CES) eligibility

Competencies:

Possesses a very good understanding of the Cost-Benefit Analysis (CBA) framework and processHas experience in promoting specific industries including analysis of appropriate laws and their requirementsHas knowledge and skills in financial analysis, industry competition analysis, project presentationHas in-depth knowledge of the Investments Priority Plan (IPP) and Strategic Investment Priority Plan (SIPP), Corporate Recovery and Tax Incentives for Enterprises (CREATE) Law, and The Omnibus Investments Code of 1987 (Executive Order No. 226)Has proficient public-speaking and persuasion skills including the ability to present and defend policies and projects before relevant stakeholders including BOI Management Committee and Board, Foreign Investment Review Board Technical Committee and Board, Congress, media, business groups, and international investors among others.Has excellent skills in legal construction and analysisAble to chair inter-agency meetings and present to higher officialsHas strong leadership and managerial skillsAble to collaborate, communicate, and converge effectively with various internal/external stakeholders to ensure efficient service delivery/completion of workAble to prioritize, plan, delegate and execute strategies, objectives, and projects successfullyHas experience in goal setting, problem solving, decision-making, and monitoring work performance of the team
