GENERAL RESPONSIBILITIES:
The GENERAL MANAGER shall be responsible for the overall management and control in the administration and operation of the Company. He shall administer policies and programs to achieve the Company’s vision, mission and goals. Directs all activities of the utility within the general framework of approved policies, budgets, programs and applicable laws and regulations.
DUTIES AND RESPONSIBILITIES:
1. To Manage the Business operation in accordance with the Master Development Plan in the Joint Venture Agreement (JVA) with Provincial Government of Bohol (PGB).
2. To exercise functions, carry through responsibilities and approval of business transactions within the limit of authority set forth in the policies of the company.
3. To implement massive rehabilitation of the Provincial Waterworks System (PWS) in accordance with the schedule in the JVA to improve system production capability and to reduce the system loss.
4. To manage the Operations, QA and Laboratory, Engineering, Finance, HR, Admin and Logistics Department.
5. To participate in the formulation of company manuals & handbook and Water Safety Plans as required by the DOH. Reviews and approves local OCP’s for implementation.
6. To represent the company wherever needed in business, administrative and legal transactions of the Company with the PGB, government regulating bodies, local government units, media, private companies and individuals. Protects the interest of the company.
7. To guide the organization in the planning sessions. Reviews concept, programs and budget on capital investment of the company and make recommendation to the Board for approval.
8. To facilitate regular Board and Stock Holders’ meetings. To conduct weekly regular management meeting and special meeting for coordination among department leaders on plans, update on actual performance, support and guidance on deviations to programs.
9. To promote high morale among employees to achieve desired productivity through good working relationship, respect of authority, proactive attitude, work place ambiance, equitable remuneration of benefits, training, promotion and social gatherings.
10.To review annual performance of the company and employees’ appraisal and submit recommendation to the Board for approval. Responsible for the overall administration of employees’ compensation policy on salaries and benefits to ensure that the Company is compliant to Labor Laws and Regulations.
11.To offer and coordinate with LGU officers in different municipalities in the Province of Bohol in order to obtain the needed agreement and arrangement pertaining to the augmentation of water sources and services expansion.
12.To participate in the preparation of tender documents for the bidding of the projects. Attends to pre-bid conference, opening of bids, tender clarification and initial negotiation of bids for award of the contract upon final negotiation and approval by the Board. Approves for the procurement of services and materials in accordance to the procurement policy of the Company.
13.To implement other functions beneficial to the company as directed by the Board and higher management. Inclination to other business ventures of the company.
