Bachelor’s Degree relevant to the job 

Training:

Preferably CS Professional/2nd Level Eligibility 

PREFERRED QUALIFICATIONS

Education:

Bachelor’s Degree in any business related or social science courses

Training:

At least 16 hours of relevant training in any or a combination of the following: management, social entrepreneurship, business plan development, business operations, projects implementation, employment relations, and community organizing

Work Experience:

At least 3 years of relevant experience in development-related projects involving community organizing, business development and/or training

JOB SUMMARY

The Project Development Officer II is responsible for conducting social preparation and facilitating capacity-building activities of programs participants, assisting program participants in writing and preparing their project proposals, identifying market opportunities for products and services of program participants, coordinating with local stakeholders for complementary interventions for programs participants. 

DUTIES AND RESPONSIBILITIES

Conducting preparatory activities for program implementation such as:Gathering municipal data and information relevant to participant and project identification, such as Livelihood Recovery Plan development projects of civil society organizations, as well as available and accessible natural resources for potential use, in coordination with the City/Municipality Action Team (C/MAT)Scanning local market trends and commercial establishments to identify source of materials, tools and equipment needed to start-up microenterprises, as well as direct markets for good and services of microenterprises; andCoordinating with local public and private sector stakeholders and development partners for social preparation and trainings provisions of complementary interventions, and institutional market linkingOrganize social preparation and other capability-building activities for program participants, primarily by:Conducting orientations and SLP assemblies to spread awareness about the programs, it implementation process and interventions, and participant eligibilityCoaching program participants on business plan development and feasibility studies to identify the most appropriate and profitable livelihood endeavors Provide technical assistance to the LGU in LAG preparation and attachmentsValidate the submitted eligible participants of the LGUFacilitate Livelihood assistance through:Facilitating project proposal crafting, review and approval for funding and project implementation; andEnsuring the delivery and execution of SLP proposed projects for program participantsMobilizing resources for complementary interventions from public and private stakeholdersReport and monitor program implementationSubmitting necessary documents and means of verification for the review and approval of projects proposals as well as delivery of SLP modalitiesUtilizing the monitoring and evaluation system to account for program participants served and specific assistance provided; andSubmit monthly narratives for accomplishments based on the prescribed template and daily submission of LAG accomplishments to PMEOMonthly Encode and submit OMAS database to RMEOMonthly encode and submit FAR database to RMEOEnsure 100% liquidation of payoutsPerform other task related to monitoring and evaluation whenever necessary such as, but not limited to: Writing stories of change/document success stories and partnership engagementConducting beneficiaries conferencesProviding feedback on the usability of monitoring tools and forms and reporting system of the program andCoordinating monitoring and evaluation activities to the SLP-RPMO.
