Job Qualification

Bachelor’s degree holder, preferably in the discipline of Legal Management, Economics, Statistics, Mathematics, Education, or any of the Social Science or Physical Science programs.Paralegal and/or statistical training is an advantage.Work experience is not required.Civil Service Professional Eligibility is preferred but not required; and,Proficient in Microsoft Office applications.

Scope of Work

The staff will provide support and assistance to the following core activities and programs of the Policy, Monitoring and evaluation Division of the UniFAST Secretariat: (i) policy formulation (ii) strategy development; (iii) data collection, management, and analysis; (iv) monitoring of results of UniFAST programs; (v) conduct of Board and policy-related meetings; and (vi) conduct, oversight, or administration of process/program evaluation and/or assessment studies. He/She will be working on a daily basis at the UniFAST Secretariat office and will directly report to the Head of Division.

Detailed Tasks and/or Expected Output

Under the supervision of the Head of Division, the staff will:

Draft policy, monitoring, and evaluation related communication, documents, reports, resolutions, and presentations.Review bills and laws that have implications on the implementation of UniFAST policies.Coordinate with UniFAST Board Members and their staff on Board-related matters.Coordinate with focal persons of CHED, UniFAST Secretariat, and Other Offices on policy, monitoring and evaluation matters.Assist in the development, updating, checking, and/or improvement of UniFAST databases.Participate in and/or document policy, monitoring, and evaluation meetings and/or activities; andProvide other related support as may be requested by the Executive Director and/or directed by the Head of Division.

The Unified Student Financial Assistance System for Tertiary Education (UniFAST) The Unified Student Financial Assistance System for Tertiary Education, or UniFAST, also known as Republic Act No. 10687, was passed into law on 15 October 2015.  The UniFAST System is to be the legal instrument for national human resources development intended to promote social justice and to provide all citizens access to quality education to increase participation rate among all socio-economic classes in tertiary education, especially the poor but academically able and highly motivated students. Its specific objectives are: to allocate and utilize properly all government resources intended for students through effective beneficiary targeting; to ensure consistency, continuity, and efficient coordination of student financial assistance policies and programs; to ensure regional equity in the distribution of student financial assistance slots; to produce a pool of highly qualified graduates and technical experts who will contribute to the country’s high level labor force through merit and talent-based scholarships; to facilitate access to quality education through grants-in-aid for students belonging to marginalized sectors; and to assist students with liquidity issues through student loans. The UniFAST consists of all existing modalities of StuFAPs for tertiary education and special purpose education assistance in both public and private institutions, including scholarships, grants-in-aid, student loans, and government programs in partnership with other stakeholders, among others, and which are nationally funded and/or implemented by national and local government agencies, branches, and instrumentalities. Following the passage of the Universal Access to Quality Tertiary Education Act (RA 10931) into law last August 2017, the UniFAST has been mandated to promulgate its Implementing Rules and Regulations, ensure the efficient and effective implementation of the Act, and to administer the P40 billion budget as appropriate under FY 2018 GAA.
