CALL FOR APPLICATIONS – Consultant for the Assessment of the PLHIV Response Center (PRC) for Community-Led Monitoring (CLM)

FHI 360/Philippines (www.fhi360.org) is in search of candidates for Program Coordinator position to join the USAID-funded EpiC HIV project in the Philippines.

PROJECT DEscriptION:

EpiC is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.

Detailed Description of Tasks to be Performed (Objective/s):

Pinoy Plus Advocacy Pilipinas, Inc., an organization of People Living with HIV (PLHIV), is currently implementing a community-led initiative, the PLHIV Response Center (PRC). PRC is a communication and coordination platform for People Living with HIV and other Key Populations, seeking HIV-related services. In relation to pushing for Community-Led Monitoring (CLM) initiatives, the EpiC team along with other partners is exploring the utility of PRC for CLM. Thus, there is a need to conduct an in-depth assessment of PRC operations and system which also focuses on PRC’s compatibility to Pinoy Plus and to other platforms. This assessment aims to document challenges, well as lesson learned, that will help enhance the CLM structure in the country. The consultant will provide support to the EpiC HIV Philippines team and other partners for a total of 60 days.

REQUIRED SKILLS

·       Proficiency in Microsoft Office software programs.

·       Demonstrated experience in objectively assessing results and the relationships of results with processes and conducting and analyzing outcomes.

·       Experience in using innovative and mixed methods approaches, including the considerations for remote modality.

·       Ability to work independently with minimal supervision and work with others effectively.

·       Experience working with HIV Key Populations and PLHIVs.

·       Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations.

·       Excellent writing and verbal communication skills in both English and Filipino.

REQUIRED EDUCATION AND JOB EXPERIENCE

·       Bachelor’s Degree in allied or public health, social sciences, operations management, or any related field.

·       Minimum 3 years’ experience in designing and conducting project assessment and evaluations on projects implemented in the Philippines, preferably in health or HIV-related projects.

OTHER QUALIFICATIONS

·       Native Tagalog speaker and good communication skills and good command in written and spoken English

·       Previous experience in the Philippines is required
