Social Protection and Jobs Global Practice-SPJ GP

SPJ in the Philippines: The SPJ GP has an exciting, innovative, and growing engagement in the country! The team works on a large-scale social protection project – Beneficiary FIRST Social Protection -- building on previous operations of Social Welfare Development and Reform (SWDRP) projects I and II. The Beneficiary FIRST project continues its support for the country’s flagship conditional cash transfer program, Pantawid Pamilyang Pilipino Program (4Ps). Further, the project and accompanying technical assistance activities support the strengthening of the social protection delivery systems to be more efficient and adaptive.

The SPJ GP also leads the jobs and skills development agenda in the country through the engagement with the Department of Labor and Employment (DOLE) and Technical Education and Skills Development Authority (TESDA).

In addition, the SPJ GP team takes forward cross-sectoral work on digital transformation, nutrition and human capital, climate change, Disaster Risk Management (DRM), and Philippine Economic Updates.

Job duties and responsibilities

EAP SPJ is seeking a Senior Economist who can ably carry out the policy, operational, and analytical engagement on the full range of social protection and jobs areas in the Philippines. In particular, given the long-standing partnership on SPJ issues with the government, large-scale operations, and track record of intellectual leadership among many development partners in this field, a mature and experienced professional is encouraged to apply.

The selected candidate would be a core member of the SPJ GP in EAP, reporting to the EAP SPJ Practice Manager. The work program will be focused on the Philippines, but can include other countries in the region based on need and interest.

• Lead or make substantial contributions to the policy dialogue in SPJ with the authorities• Lead or make substantial contributions to the preparation and supervision of operations• Identify key areas and lead or make substantial contributions to the preparation and conduct of advisory services and analytics• Discuss with relevant authorities the core SPJ priorities in the short- and long-term, and provide sound advice in the areas of, among others, social assistance/social safety nets, social protection delivery systems, social services, labor market policies and programs, and digital service delivery• Lead or make substantial contributions to the engagement with development partners and other external stakeholders, both local and international• Contribute to various tasks of the SPJ GP as part of the country team, including Economic Updates, CPFs, SCDs, PLRs, DPOs, and CCDR.• Coordinate and partner as necessary with other GPs in taking forward the SPJ agenda and meeting core CPF priorities• Manage Trust Fund and EFO resources• Contribute to the overall human development engagement• Provide guidance and mentorship to peers and team members

Selection Criteria

The successful applicant for the Senior Economist position will meet the following qualifications: 

• Minimum of Master’s degree in public policy and /or economics, or related field with at least 8 years of work experience or corresponding combination of study and work experience. Preference for a Ph.D. economist in the areas of jobs and skills, or social protection, with work experience in these areas.• Experience in leading analytical and technical assistance activities designed to support the development and strengthening of labor markets and institutions, skills, and/or jobs as well as social protection.• Excellent analytical skills (quantitative and qualitative) and proven ability to conduct and lead independent policy-relevant research, translate theory into practical applications, and adapt professional knowledge and technical skills to analyze, diagnose and propose solutions to policy issues and challenges.• Strong, practical experience in supporting or managing research activities that explore topics related to labor, labor mobility, skills and social assistance in both low and middle income countries. • Demonstrated experience in leading analytical and technical assistance activities designed to support social protection and labor programs. • Demonstrated skills in effective knowledge transfer and capacity building.• Strong engagement skills with counterparts; client focused with an ability to provide prompt and high-quality responses.• Excellent interpersonal skills, with proven ability to lead and work in a team and intercultural environment, with minimal supervision.• Excellent communication skills in English, both written and oral. Demonstrated ability to take leadership and communicate ideas effectively under pressure.• Demonstrated aptitude for entrepreneurism and innovation, collaboration, and results-orientation. Experience working across institutional units/divisions in a collaborative way, delivering cross-support and building relationships around a common goal.• Demonstrated ability to capture knowledge for institutional learning and communicate main messages in knowledge briefs and policy notes, as well as power point presentations for high level audiences.• Familiarity with the East Asia and Pacific region and Malaysia in particular as well as with Bank policies and practices related to social protection and labor issues is preferred.
