Background

On August 2, 2017, Republic Act No. 10929 otherwise known as the Free Internet Access in Public Places Act of 2017 was enacted, which mandates the Department of Information and Communications Technology (DICT) as the lead implementing agency that will oversee the effective and efficient implementation of said Act. Under said law, the Free Public Internet Access Program was created that shall provide free access to internet service in public places throughout the country such as the national and local government offices; public basic education institutions; higher education institutions, and TESDA technology institutions; public hospitals, health centers and rural health units; public parks, plazas, libraries, and barangay reading centers; public airports and seaports; and public transport terminals.

UNDP Philippines partnered with DICT to support the provision of free public internet services in select sites through the DICT-UNDP Free Wi-Fi for All Project, and contribute to the National Program on Free Public Internet Access to close the digital divide in the Philippines. In 2022, DICT agreed to refocus the project to provide internet connectivity to higher education institutions and health and vaccination facilities, assist the typhoon and emergency connectivity preparedness for provincial and municipal LGUs, and strengthening capacity of DICT to install and manage communications equipment and services. ​The Project is now called DICT-UNDP Connectivity, Capability, and Resiliency through Free Wi-Fi for All (CoRe FW4A).

As the long-term overall objective, the Project aims to provide women and men with access to free internet services in public places and government offices to supplement learning and help augment the government’s disaster preparedness and response, and healthcare services. The Project is composed of the following output components:

Broader people’s access to free internet services in designated sitesCapacity of DICT and local government units strengthened to install and manage ICT and internet equipment and services, and in ICT assessment and planningDisaster preparedness and response for emergency including health-related connectivity and communications resiliency improved for DICT, sub-national, and local government officesProject Management and Quality Assurance

A CoRe FW4A Project Management Specialist is needed to lead the effective implementation of the project, following UNDP Programme and Operations Policies and Procedures (POPP). S/he is also expected to support strategic partnerships, effective communications, knowledge building and sharing, and resource mobilization.

Duties and Responsibilities

The Project Management Specialist is under the direct supervision of the Team Leader, Institutions and Partnerships Programme of UNDP Philippines. S/he is expected to collaborate with relevant UNDP Philippines staff and project teams. The position is based in Manila.

The Project Management Specialist will supervise a project management team composed of six (6) staff. S/he will oversee, monitor, and support the implementation of projects’ components, primarily by means of full-time involvement in the project’s strategic and day-to-day management at the national and project sites level.

The Project Management Specialist works in close coordination with the Director for Free Public Access Program of the DICT, other relevant DICT Staff and officials, other government offices, development partners, consultants and vendors.

Ensure day-to-day strategic management of the project, including the financial and administrative management for effective results-based management of the project focusing on achievement of the following results:

Lead the preparation and (if required) updating of the project document, detailed annual work plan, procurement plan and M&E plan;Overall management of the initiative and technical inputs in the continuous implementation of the program under the overall guidance and advisory support of UNDP Senior Management and the Project Board;Oversee the conduct of an assessment of technology options and digital solutions, both national and international, that would be appropriate to meet the ICT requirements of the project;Ensure the effective, efficient and timely implementation of project workplan;Ensure delivery of outputs and contribution to outcomes through an effective implementation plan and close coordination with DICT and UNDP management and technical teams;Ensure the effective, efficient and timely implementation of project workplan;Lead the project procurement, subcontracting and outsourcing of services including ensuring quality of terms of references for the timely procurement of goods and services required to deliver the outputs of the project;Monitor and update UNDP's enterprise management system, including but not limited to e-requisition for and receipt of Purchase Orders, non-PO payments and transactions, prepayments, receipt of goods, services and works, project narrative and financial reports;Provide quality and timely technical and financial reports, as per UNDP financial rules and regulations and DICT requirements.Effectively manage project resources, maintain financial integrity, and ensure financial accountability; Ensure proper coordination and availability of all project documents for any internal and external audit requirements; andWork closely with program administration and finance staff to ensure efficient and transparent use of project resources in line with approved budgets and within UNDP rules and regulations.Establish suitable monitoring mechanisms and undertake regular monitoring and reporting on project progress, risks and constraints; updates the implementation plan as required.

Develop and maintain effective working relationships and coordination with key counterparts to ensure the strategic positioning of DICT and UNDP focusing on achievement of the following results:

Build and maintain an effective relationship with key partners and stakeholders;Promote accountability through effective programme results reporting (monthly, quarter, and annual progress and financial reports), to the UNDP, DICT and the Project Board;Undertake strategic communications with the Project Steering Committee for overview and decision on possible management and risk mitigation actions and ensuring all Project risks and issues are addressed/resolved effectively and in a timely manner.Ensure the implementation of the communications and advocacy plan for the projectEnsure effective collaboration with the UN and other development partners;Expand partnerships through relevant partnership agreement instruments with various stakeholders;Formulation of concept notes and ideas for continuity and sustainability beyond the project life.Lead effective resource mobilization and identify and collaborate with potential partners to leverage Project funds and results.

Ensures provision of top-quality advisory services and facilitation of project development communications, knowledge building and management focusing on achievement of the following results:

Promote coordination, dialogue, and good practice knowledge sharing among stakeholders;Identification of sources of information related to project implementation related issues;Identification and synthesis of best practices and lessons learned directly linked to project goals.Creating advocacy to promote gender equality approaches in order to achieve the UNDP Gender Equality agenda or national gender equality agenda with internal and external partners.Coordination and collaboration with the Government and other strategic partners to maintain effective networks at national and subnational levels where applicable.Sound contributions to knowledge networks and communities of practice.
