In the Philippines, the transportation sector accounts for almost 37% of total national energy consumption, with road transport constituting around 80% of this share. Moreover, the sector is one of the fastest growing consumers of fossil fuels and thus, source of CO2 emissions. Rapid urbanization has also led to greater demand for road-based vehicles and urban transport services, resulting in higher CO2 emissions in cities.

In the past decades, transport planning models adopted by the Philippines, as other Asian countries, prioritized the movement of motorized vehicles to facilitate the growing demand for mobility of passengers and goods. Thus, it is not surprising that urban and inter-regional transport options at present are primarily road-based, such as buses, cars, motorcycles and tricycles, jeepneys, and utility vehicles. Consequently, the demand for road-based transport modes remains high, with new vehicle registrations increasing at an average of six percent between 2017 and 2019. This is contributing to the worsening traffic situation and air pollution particularly in Metro Manila and its adjacent regions, which account for over one-third of registered (predominantly fossil fuel-based) motor vehicles.

Meanwhile, much-needed investments to develop sustainable mass transit systems and infrastructure supporting non-motorized transport (such as walking and cycling) are lacking. An effective transport network that incorporates all sustainable transport modes is critical in reducing CO2 emissions, and essential to any city’s economic growth, social development, and environmental sustainability.

The Promotion of Low Carbon Urban Transport Systems in the Philippines (LCT) Project, implemented by the Department of Transportation (DOTr) and the United Nations Development Programme (UNDP), supported by the Global Environment Facility (GEF), aims to create an enabling environment for the commercialization of low carbon urban transport systems. The Project has three components:

Component 1: Policy support for the promotion of low carbon modes of transportComponent 2: Awareness and institutional capacity developmentComponent 3: Private sector participation and investment in low carbon transport system in the country

The UN is seeking to recruit a Research Associate to provide technical, research, and overall implementation support for Component 2 (Awareness and Institutional Capacity Building) of the LCT Project, under the supervision of the DOTr LCT counterpart and overall guidance of the Project Manager.

Duties and Responsibilities

The Research Associate will work under the immediate supervision of the DOTr LCT counterpart and overall guidance of the Project Manager. S/He shall work closely with the National Transport Officer and the Component Leads and Research Associates for all three Project components in producing the identified deliverables for this engagement.

The Research Associate’s responsibility is to coordinate and support research activities of Component 2 and all awareness and institutional capacity building related work of the project to be conducted in accordance with the Results framework.

Support research activities and provide technical support for Component 2 of the Project:

Conduct research relevant to LCT awareness and institutional capacity developmentAssist in the collection of data relevant to the effective implementation of the awareness and capacity building program of the LCT project at the national and local levels in coordination with the Field Technical AssistantsCoordinate data collection with other relevant staff and stakeholders such as national agencies and partners pertaining to Component 2Update and collate data on LCT for the MIS that will be lodged at the DOTrTake stock of global and local developments and best practices related to institutional capacity development for LCTUndertake review of literature relevant to institutional capacity development for LCTProvide initial drafts of surveys and questionnaires for collection of data relevant to institutional capacity development for LCT

Engage with Project partners, consultants, and stakeholders in relation to the implementation of Component 2 activities:

Liaise with all relevant national counterparts and partnersMaintain a database of stakeholders engaged in the LCT industry relevant to institutional capacity development for LCTEngage with and conduct coordination meetings with stakeholders including key agencies, consultants, private sector, development organizations, academe, and civil society relevant to Component 2 activitiesCoordinate with agencies, stakeholders, consultants and other counterparts on the technical assistance for the implementation of the project’s awareness and advocacy prrogramme and capacity building programmeSupport the Project Management Unit and the DOTr to ensure synergy and coordination with all other relevant stakeholders such as national and local government counterparts and partners

Provide overall technical and operational support for Component 2 of the Project:

Support the technical planning and strategic management of activities under Component 2Provide technical inputs to support the preparation of annual work plans in relation to awareness and institutional capacity developmentAssist in the preparation of activity proposals/event proposals relevant to the project’s awareness and advocacy programme and capacity building programmeReview, comment on, and provide technical inputs to reports, studies, papers, and other documentsDraft correspondences to partners and stakeholdersPrepare briefing and presentation materials as requiredAssist in organizing meetings, seminars, workshops, conferences, and other eventsParticipate in meetings, seminars, workshops, conferences, and other events and prepare minutes and notes as neededSupport in facilitating knowledge building and management, particularly on topics relevant to LCT awareness and institutional capacity development
