Health Promotion and Communications Service (HPCS) Background: The Department of Health - Health Promotion Bureau (HPB) is responsible for building healthy public policies and reorienting health systems to prioritize health promotion and prevention that focuses on enabling people to increase control over their health and its determinants. As such, the HPCS is tasked to lead the formulation, implementation, monitoring, and evaluation of the Health Promotion framework Strategy (HPFS) which serves as the Philippine’s health promotion roadmap and the basis of all health promotion policies and programs. In coordination with various offices and units of the DOH including the Disease Prevention and Control Bureau (DBCB), the HPCS takes the lead in conceptualizing and implementing advocacy-related events. Specific for the National HIV, AIDS, and STI Prevention and Control Program (NASPCP), the HPB coordinates with the Health Promotion Adviser and the Program Managers for HIV-related health promotion and communication events and materials. Terms of Reference: Position: Program Officer I (to be hired under Global Fund HIV Grant) Qualification: A graduate of any related 4-year course with a postgraduate degree in the field of communication. The applicant must have at least 5 years of experience in health promotion and communication related activities. In-depth knowledge on HIV is preferred. Scope of Work: 1. Develop strategies for the operationalization of the Department of Health’s communication plan on the Health Promotion framework Strategy (HPFS) with additional focus on Sexual and Reproductive Health (Priority Area 6) and HIV;2. Ensure timely and efficient implementation of the HPFS Health Communication Plan;3. Responsible for identifying and developing appropriate health promotion and communication strategies, activities, and key messages in collaboration with other concerned divisions and units;4. Provide creative and technical assistance for health promotion strategies, programs activities, and social mobilization;5. Coordinate with and provide technical support to health education and promotion officers (HEPOs) of the Centers for Health Development;6. Supervise the monthly conduct of monitoring and evaluation in the implementation of health promotion strategies with focus on Sexual and Reproductive Health (Priority Area 6) and HIV;7. Facilitate the conduct of consultation meetings, focus group discussions, and related activities with relevant partners on the development of Information, Education, and Communication (IEC) materials, social media cards, and other advocacy materials on the Health Promotion framework Strategy (HPFS) with additional focus on Sexual Health (Priority Area 6) and HIV;8. Liaise with the Health Education and Promotion Adviser of the DPCB and key partners on various Sexual and Reproductive Health and HIV-related health promotion and communication activities;9. Assist the Health Education and Promotion Adviser and NASPCP Program Manager in the development of annual work and financial plan on Sexual Health and HIV health promotion and advocacy activities;10. Coordinate with NASPCP and other key offices and units of DOH for the development, procurement, and distribution of HIV-related IEC materials and collaterals;11. Represent the (immediate supervisor at HPCS) in various coordination activities as designated by the (immediate supervisor); and12. Perform other related functions as maybe assigned related to the HPFS with additional focus on Sexual Health (Priority Area 6) and HIV.
