JOB SUMMARY:
The Construction Management Head ensures that all construction works in housing, amenities and land development are done by
contractors within the specified time and in accordance with the approved plans and specifications, established construction
standards, safety and in respect to budget and/or contract cost. Duties involves signing of HLURB fact sheets, monitoring of owner-
supplied materials, and building and occupancy permits. He recommends payment of completed milestones, and ensures that none
of the provisions of the Construction Contract and/or Agreement is violated by the contractors.
KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:
1. Pre-Construction Phase · Assist Business Units through ocular inspection to provide information on landmarks, access routes, water & power supply, drainage area, natural waterways, point of water discharge, max. flood level, type of soil, natural vegetation, site conditions etc. · Participate with Bids and Awards during pre-bid conference to provide information to contractors and assists bidders on ocular inspection · Coordinate with Survey Dept. to determine the boundary/property relocation, vertical and horizontal controls · Fill up and sign HLURB fact sheet per subdivision / project, and secure from Permits and Licenses Department or Business Units the DAR clearance, permit to cut/ball out trees, environmental compliance certificate, development permit, LLDA certificate and building permits in order to ensure that the technical requirements of the project are all met · Conduct pre-construction meeting to the contractors prior to the issuance of Notice to Proceed to provide information about the LGU requirements, site rules & regulations, site procedures, system and processes of the company, inspection & billing requirements
2. Construction Phase · Coordinate, build and maintain beneficial relationship with LGU and local residents
· Inspect regularly and coordinate with Contractor's representative & Project Engineers the accomplishments of Contractors, status of the projects and OSM
· Conduct field coordination meeting with Contractors, Project Engineers and concerned department thru invitation to discuss issues, problems at site and construction status per contract
· Coordinate with Branch Head, PDO and other concerned departments to update status of projects and follow up issues to be resolved

· Coordinate and assist LGU, Pag-IBIG, Land Bank, HLURB inspectors and other departments during inspection
· Monitor and generate report from smartsheet or HCOM to anticipate potential problems and provide accurate progress or accomplishment reports
· Conduct random inspection of billed milestones, and recommend payment through Sapphire of all completed milestones, and 100% billings for housing, amenities and land development prepared and evaluated by Project Engineers, and assessed by Project Accountant
· Ensure that none of the provisions of the Construction Contract and/or Agreement is violated
· Monitor status of building and occupancy permits its application and approval
3. Post-Construction Phase
· Monitor completion and turn-over of completed units to Subdivision Administrators by Project Engineers
· Check the as-built plan submitted by the contractor
· Recommends payment of the retention billings of contractors through Sapphire
4. Others
· Monitor daily all activities of Project Engineers at different projects and evaluate or appraise yearly their performance
· Report all damages occurred in site during typhoon or calamities
