Basic Qualifications:
Must be a graduate of BS Civil Engineer or Architecture.At least 5 years of experience in Quantity Surveying.Must know the following: ACAD or any estimating software, QTO and estimates, tendering, e
valuation, and processing of contractor’s progress billing and variation orders, final account, and co
ntract administration.Good oral and written communication skills.Willing to be assigned at Laguna.To start immediately.
PQS will be responsible for the following:
Respo
nsible for preparing realistic, adaptable, and accurate initial budget estimates and cash flow projections.Co
nducts quantity take-off and estimate on the various stages of the project in coordination with the Cost Engineer and the Quantity Surveying Department (CSA) for works including but not limited to the following:Square Cost Estimate;Schematic Design Estimate;Co
nceptual Design Estimate;Design Development Estimate;Definitive Office Estimate;Detailed Bill of Quantities; andValue Engineering.Gives advice, coordinates with, and assists the PM/CM in establishing and maintaining bid docu
mentation and tendering procedures through the preparation of bid packages and standard bid docu
ments.Represents bid co
nferences and project meetings, analyses tender submissions, prepares bid e
valuation reports and recommends tender awards for bid negotiations.Establishes financial analysis and projections, cost mo
nitoring as per co
nstruction agreements, and maintains such to incorporate in the PM/CM project report at a mo
nthly regular reporting to the Owner.Prepares and e
valuates mo
nthly progress billing statements submitted by the contractors/suppliers at regular intervals for the duration of the project; e
valuates and transacts variation/change order claims, maintains an updated list of all bo
nds and insurances reflecting validity and expiration dates of contracts; assists the PM/CM in the e
valuation of time extension claims by the contractor/supplier; and prepares a report on contractors/suppliers final account close-out.Prepares, calculates, and controls the budget for man-hours, equipment, and materials. Proposes corrective action solutions in case of expected budgetary lapses to avoid delay of the project.Prepares and maintains a systematic directory of suppliers/contractors' and subcontractors' co
ntact persons, telephone numbers, facsimiles, e-mail addresses, and mobile or calling cards for technical and cost references.Liaises co
nsults and communicates with Engineers, Architects, Owners, Contractors, and Subco
ntractors on any changes and/or adjustments to cost estimates through maintaining a directory of Project Consultants, Designers, and owners’ co
ntacts and representatives.Recommends corrective solution in case of co
nflict between planned and actual application.Prepares mo
nthly reports for QS work to be incorporated in the mo
nthly report to be submitted by the PM, and proposes work sequence and procedure beneficial to the progress of the report.Handles and manages a maximum of three (3) projects, depending on the size and complexity.Ensures that all relevant quality objectives, and work instructions in the Department, and the Organization’s Quality Management System are being followed in the preparation of all works being undertaken.Exemplifies qualities that would encourage staff loyalty, teamwork, and dedication to the organization.-
