SUMMARY: The Property Management Officer (PMO) is responsible for the facility and community management of PDO’s portfolio of projects. The portfolio may include various property types such housing, village associations, and commercial buildings.DUTIES AND RESPONSIBILITIES:Operations:1. Oversees the performance of all outsourced personnel (admin staff, janitorial personnel, street sweepers, gardeners, security personnel, etc).2. Prepares and implements the annual preventive maintenance plan for amenities, common areas and equipment.a. Ensures that all amenities, offices and common areas are clean and free from wastes, debris, construction materials, and obstructions at all times.b. Ensures that open spaces and landscaped areas are regularly trimmed every month.c. Ensures that household wastes are regularly collected and disposed.3. Prepares and implements the property security plan.a. Ensures that guards conduct daily guard mountingb. Warrants the conduct of at least 4 roving patrol activities per guard shift.4. Prepares, organizes & trains the Emergency Response Team (ERT) per property.a. Ensures readiness to address emergency situation but conducting quarterly drills (Fire, Evacuation, Robbery-Theft and Typhoon) for each property.b. Establishes good relations with the Barangay officials, BFP officials, local police officials, and key personnel of the water and power utility provider.5. Implements at least 2 annual community programs or activities that is duly approved by PDO Management or by the HOA Board of Directors.6. Attends meetings on all matters pertaining to or affecting HOA affairs.7. Safekeeps all the as-built plans of the projects.Homeowner Communication & Board Management:1. Serves as the primary point of contact of homeowners related to their inquiries and concerns and provides timely and regular updates.a. Provides fast and efficient services to all homeowner by ensuring that concerns are attended on a timely mannerb. Responds to all homeowner inquiries regarding unit warranties, power and water connection, waste collection and disposal, and the use of amenities.2. Serve as the liaison between PDO Management and the HOA.a. Spearheads the formation of the homeowner’s association.b. Facilitates onsite and offsite meetings with HOA Boards of Directors to address specific concerns and issues.3. Strictly enforces the house rules & regulations.Billing and Collection:1. Works with the Credit and Collection Department to develop and maintain an efficient Accounts Receivable framework.2. In collaboration with the Credit and Collection Department, oversees the billing and collections process for all associations by administering notices and letters.3. Assist the Credit and Collection Department with information needed for new set up of HOAs, financial report preparation and/or homeowner information.Quality Control:1. Coordinates with the Technical Department and homeowners on matters related to the delivery of housing units.2. Leads the House - Quality Control Team and ensures that all housing units pass the minimum quality standards set by the company.3. Responsible for the conduct of internal punch listing and the acceptance of housing units from contractor to PDO, in collaboration with the Technical Dept.4. Ensures all accepted housing units from contractors are properly handed over to the customers on specified dates of delivery.5. Prepares the necessary documentation for the turnover and acceptance of unit by the customer / buyer.6. Conducts move-in orientation on the subdivisions’ Deed of restrictions (DOR), rules and regulations, association dues and membership fees, and other responsibilities as a member of the association.7. Conducts customer satisfaction survey to all customers/owners.QUALIFICATIONS:Preferably an engineering or architecture graduateMinimum of 5 years work experience on any field and at least 3 years work experience on the field of real estate development, construction, property management, and water services.Experience in dealing/resolving resident complaints and conducting board meetings a major advantage.Strong communication skills.Patient and with strong customer service skills.Willing to learn and with a “can-do” positive attitude.
