Job Description

The ultimate goal of ABC+ Project is to develop DepEd’s capacity at the central, regional, and local levels to support and sustain improvements in instruction and learning outcomes in the early grades of primary school. ABC+ will pursue this goal through work in three result areas. Intermediate result 1 (IR 1) aims to help improve early grade instruction and delivery systems, with a focus on research-based teacher professional development. IR 2 will help increase access to quality, leveled locally developed supplementary reading materials to support early literacy. IR3 supports the enabling environment within which the two other IRs will operate by improving education system capacity and commitment to manage and implement interventions supporting effective early grade instruction.

Position Summary

RTI International is currently accepting ABC+ Early Literacy and Numeracy Technical Coordinator for the USAID-funded ABC+: Advancing Basic Education in the Philippines project. This activity will work with the Government of the Philippines’ Department of Education to support improved literacy, numeracy, and social and emotional learning (SEL) in grades K-3. The project will target Regions V (Bicol) and VI (Western Visayas).

The ABC+ Early Literacy and Numeracy Technical Coordinator will primarily work with ABC+ Instructional Delivery Team to provide technical support on the development of intervention design, planning and coordination for ABC+ early literacy and numeracy training, including the early grade math pilot in collaboration with UP National Institute for Science and Math Education (UP NISMED) and support in coordination for the Pre-Service Teacher Education priorities through Florida State University (FSU). S/he will support the oversight of timely and quality implementation of the activity through coordination with other teams, and ensure that technical, logistical, MEL plans are properly executed.

The position will be based in Manila and will be reporting to the Instructional Delivery and Materials Advisor and will work closely with the Instructional Delivery team. This post will also liaise with the Institutional and Systems Strengthening team to support the expansion and institutionalization of these initiatives within DepEd.

Primary Responsibilities:

1.     Support to technical and logistics oversight on the development, design, and implementation of early literacy and numeracy activities.

·      In collaboration with the technical advisers from RTI Head Office, Instructional Delivery and Materials Advisor, and Teacher Professional Development team and technical specialists (including UP NISMED), provide technical assistance on the development and design of the early literacy and numeracy training activities.

·      In collaboration with the Teacher Professional Development Coordinator, work with the Regional Teams on the logistics and preparation needed for the key activities relevant for the upcoming activities and training. 

·      Support the development, implementation, and evaluation of the activities from designing of the intervention, implementation, M&E, and review and redesigning of the intervention related the early literacy and numeracy, including documentation.

·If needed, support the team in follow-through activities for pre-service teacher education facilitated by project partner Florida State University in support of early literacy in mother tongue.

2. Support in monitoring, evaluation and documentation of the implementation the Early Literacy and Numeracy activities, including training

·      In coordination with the Regional Teams, ensure the timely and quality implementation of the priority activities, including training, in the targeted areas.

·      Implement the agreed-on project quality standards and processes and work effectively with the Instructional Delivery Team in the quality assurance of activity implementation.

·      document best practices, lessons learned, and recommendations for the improvement of the design.

·      Support implementation of the intervention at the regions through fidelity monitoring and quality assurance to ensure adherence to DepEd quality assurance standards and processes, as well as RTI internal standards.

·      Participate in the key conversations to support the development, implementation and evaluation of the activities from the designing of the intervention, implementation, M&E, and review and redesigning of the intervention, including priority areas on literacy and numeracy related activities.

Specific Tasks:

1.      With guidance from the Instructional Delivery team, support in the provision of technical assistance and coordination to Regional Teams regarding the early literacy and numeracy activities, including training. Serve as co-facilitator or moderator during key activities, with the guidance of the TPD and Regional Teams.

2.      Provide support in certain administrative tasks such as preparation of materials needed for meetings, support in coordination with Operations and Procurement, documentation of meeting minutes, organizing, and synthesizing information for report and implementation purposes.

3.      Assist in the technical and logistical preparation for the early literacy and numeracy activities, including training.

4.      Help prepare knowledge products, and other materials needed for activity implementation such as development of orientation videos, infographics how-to-guides, etc.

5.      Support in the technical review and quality assurance of the learning resource packages including content editing, proofreading, feedback in lay outing and reviewing prior to printing and distribution.

6.      Organization of important files and other relevant documents/ files for the purpose of documentation of processes, experiences, and learnings.

7.      Observe and monitor activity implementation during the intervention proper.

8.      Facilitate the documentation process, by organizing key information gathered from the implementation of the early math pilot activities.

Required Skills and Qualifications:

·    Bachelor’s Degree in education or a related field and 4 years of experience in developing education-related programs, especially in early literacy and numeracy (in different learning delivery modalities – online, remote learning), or Masters’ degree with at least 2 years of experience in the related field. 

·    Significant experience in education development for reading and/or literacy in early grades.

·    With background on project management and technical coordination.

·    Experience in developing instructional design and module development.

·    Is knowledgeable in software applications such as Adobe InDesign, Adobe Creative Suite, Canva, and other similar applications, an advantage.

·    Experience in video editing and content creation is a plus.

·    Strong interpersonal skills and ability. 

·    Strong oral/written communication skills, experience in process documentation a plus

·    Familiarity in handling online learning delivery and navigating Learning Management tools and technology is an advantage.

·    Ability to work effectively as a team member and independently. 

·    Must be professionally proficient and fluent in written and spoken in primary language. It is preferred, but not required, that the candidate be conversant and fluent in native language and/or other local languages.
