The USAID-funded ABC+ Project: Advancing Basic Education in the Philippines is currently accepting applications for Education Governance Specialist. This activity will work with the Government of the Philippines to support and sustain improved literacy in mother-tongue, numeracy, and social and emotional learning in the early grades. The project outcomes will include improved education system capacity to manage and implement interventions supporting effective early grade instruction. The activity will target Regions V (Bicol) and VI (Western Visayas). The position will be based in Manila and reports to the Chief of Party (COP).
The Education Governance Specialist will lead activities aimed to support DepEd in strengthening governance systems to effectively deliver early grade learning. The Specialist will liaise with and support relevant units of DepEd at different levels and key education stakeholders to ensure that implementation and guidance on early grade intervention are well-communicated and understood. Finally, the Specialist will support the project to facilitate consultative planning, implementation, program progress monitoring and reporting with regional and technical teams.
Essential Duties:
· Collaborate with other project technical teams to design and deploy strategies for strengthening institutional capacity that adequately plan for scale-up and sustainability
· Engage relevant technical Bureaus and Units of DepEd Central Office and Regional Offices including BARMM in program activities to strengthen mechanisms and processes in education program planning, monitoring and evaluation
· Identify or develop mechanisms to utilize project Monitoring, evaluation, & Learning data in DepEd’s education situation analysis and planning for strengthening early grade learning delivery
· Contribute to enriching the project’s research and learning agenda on sustainability and scale-up
· Develop and support a coordination mechanism in engaging and collaborating other donor-funded initiatives working on capacity strengthening in basic education
· Provide technical support to the implementation of activities on improving systems and institutional capacity areas in close collaboration with regional managers, project component leads and technical specialists.
Minimum Required Education and Experience
· Master’s degree in education, policy, or a related field with 4 years of relevant experience or Bachelor’s Degree and 6 years of experience in the education or policy sectors.
· Experience in working with Philippine government/basic education system and good knowledge of Philippine stakeholder map in basic education
· Experience in meaningful collaboration with government and ministry counterparts, and local capacity development.
· Experienced in conducting frequent field travels and coordination.
Skills and Abilities
· Proven ability as a facilitator/trainer and manager.
· Strong interpersonal skills and ability.
· Must be professionally proficient and fluent in primary language written and spoken. It is preferred, but not required, that the candidate be conversant and fluent in native language and/or other local languages.
