rame houses for vulnerable informal settler families (ISFs) in Negros Occidental. Beyond the co
nstruction of homes, the project intends to facilitate an enabling enviro
nment allowing low-income households to access disaster resilient housing solutions.
Objectives of the Study
The objectives of the baseline study are:

se on best practices and opportunities for replication and influence in other countries supported by Hilti and the wider HFH network.Scope of the StudyThe study will be implemented in Negros Occidental Impact 2025 (NOI25) project site in San Carlos City (230 households) and other expansion sites in the municipality of Toboso (120 households) and the city of La Carlota (230 households). Respo
ndents to the study will include the households, homeowner associations and local government units. The study will employ both quantitative and qualitative methods to gather data that will provide better understanding of the communities’ current co
ndition in relation to the project’s TOC.

Data Collection MethodsThe baseline study should utilize the following (but not limited to) data collection methods.

ndents which include their basic demographic and social data and housing typologies.Key Informant Interview (KII). This will be used to collect information from a wide range of stakeholders especially those who have first-hand knowledge a
bout the target communities.Focus Group Discussion (FGD). This aims to gather stakeholders who will discuss specific topics or themes that are relevant to the project.Sensemaking. The co

nduct a sensemaking workshop with local partners and key HFH staff to come up with an understanding of the ba
seline data.Sampling MethodologyThe ba
seline study will entail to have multiple sample groups coming from the old, existing and expansion sites of the project. Primary focus should be to collect data from the existing project site in San Carlos City with approximately 230 potential homeowners. To complement the information from the current project site, data will also be collected from a recently completed site in Silay City and expansion sites in Toboso and La Carlota.
Timeline of Key ActivitiesThe study will run for 62 days based on the agreed timeline with HFH. The final approved report is expected to be submitted to HFH on December 5, 2022.
