Job Description
Background of the ProjectHabitat for Humanity Philippines (HFHP) and International (HFHI), Hilti Foundation (Hilti), selected local government units (LGUs) and base Bahay Foundation (base) collaborated to construct disaster-resilient, low-cost Cement Bamboo frame houses for vulnerable informal settler families (ISFs) in Negros Occidental. Beyond the construction of homes, the project intends to facilitate an enabling environment allowing low-income households to access disaster resilient housing solutions.

Objectives of the Study

The objectives of the baseline study are:

Set a baseline as a critical element in the formula for measuring the achievement of project outcomes over time. During the baseline survey phase, the consultant will collect data on:Demographic characteristics of the target population, the operating context, needs relevant to adequate, safe, and affordable housing including drivers of demandLegal and policy environment related to the project’s four main components a) site planning & development, b) housing finance & financial inclusion, c) community cohesion & development, and d) housing & construction technologyProject indicators outlined in the project’s Theory of Change (TOC) that will be used as reference points to measure and evaluate progress over timeTo establish a strong evidence base on best practices and opportunities for replication and influence in other countries supported by Hilti and the wider HFH network.Scope of the StudyThe study will be implemented in Negros Occidental Impact 2025 (NOI25) project site in San Carlos City (230 households) and other expansion sites in the municipality of Toboso (120 households) and the city of La Carlota (230 households). Respondents to the study will include the households, homeowner associations and local government units. The study will employ both quantitative and qualitative methods to gather data that will provide better understanding of the communities’ current condition in relation to the project’s TOC.

Research QuestionsThe study will aim to address the following research questions:

Main Research Question: What is the current state of the housing ecosystem in Negros Occidental specifically in cities/municipalities covered by the project?

Specific Research Questions:

What are the demographics and socioeconomic status of people typically living in inadequate housing?What are the current and predicted (economic, social, environmental, cultural) issues/factors affecting the housing situation of the communities?What housing typologies are prevalent among those living in inadequate housing in the specified project areas? What are their views on the use of cement bamboo frame technology to build houses?Which statutory laws, policies, regulations, guidelines, regulations, enforcement and practices are currently causing barriers preventing people living in inadequate housing in these geographic locations from improving their housing situation?What economic factors limit people living in inadequate housing in the specified project areas from improving their housing situations?Methodology

Data Collection MethodsThe baseline study should utilize the following (but not limited to) data collection methods.

document Review. The consultant will review pertinent project documents (i.e., concept note, frameworks, land research study) and other relevant literatures to understand the different phases of the project.Survey. This will be used to provide a quantitative overview of a predefined group of respondents which include their basic demographic and social data and housing typologies.Key Informant Interview (KII). This will be used to collect information from a wide range of stakeholders especially those who have first-hand knowledge about the target communities.Focus Group Discussion (FGD). This aims to gather stakeholders who will discuss specific topics or themes that are relevant to the project.Sensemaking. The consultant will also conduct a sensemaking workshop with local partners and key HFH staff to come up with an understanding of the baseline data.Sampling MethodologyThe baseline study will entail to have multiple sample groups coming from the old, existing and expansion sites of the project. Primary focus should be to collect data from the existing project site in San Carlos City with approximately 230 potential homeowners. To complement the information from the current project site, data will also be collected from a recently completed site in Silay City and expansion sites in Toboso and La Carlota.

Timeline of Key ActivitiesThe study will run for 62 days based on the agreed timeline with HFH. The final approved report is expected to be submitted to HFH on December 5, 2022.

ConsultantThe preferred qualifications of the consultant are the following:

At least 10 years of experience in conducting research and evaluation in the areas of housing and settlements with proven record of successSolid professional experience on gender, ethnicity, disability, and good governanceSolid professional experience on using participatory methods for data collection and analysis in program/project evaluationProven competency in developing and using tools and methods specifically conducting literature review, household-level surveys, focus group discussions, key informant interviews with different respondent groups including women, community members, and government and non-government stakeholdersProven competency in systematic integration and analysis of qualitative and quantitative dataDemonstrated experience in data collection ethics and methodologies: recording, processing, and analysisStrong interpersonal and analytical skillsExperience on effective interaction and ability to communicate with impact with local and national government institutions and marginalized communitiesGood spoken and written communication skills in English. Knowledge of the local dialect is an asset (at least one of the team members)Coordination and SupervisionUnder the supervision of AP Senior Regional Programs Specialist, the consultant will work closely with NOI25 Project Team and AP MEAL Team.
