Job Description

ROLE FUNCTION AND PURPOSE

• Champions and embeds strong EHS practices to the organization to achieve safe, sustainable and reliable operations.

• Ensures compliance to all relevant EHS requirements

• Participate on developing “Construction Safety and Health Program” across PMI’s Construction Operations based on Philippine legal requirements and PMI EHS Management, Policies, Procedures and Guidelines. 

ESSENTIAL FUNCTIONS AND DUTIES & RESPONSIBILITIES

1. Assist the EHS Manager in providing the EHS inputs for the initial PEP development at the conceptual stage for new projects.

2. Oversees EHS implementation and compliance to legal requirements and PMI EHS Management System of the assigned Construction Group.

3. Assists in developing and reviewing the EHS Management System at corporate level.

4. Reviews and oversees implementation and compliance to Construction Group & Corporate EHS initiatives.

5. Participate in Construction Operation management team meetings as required or if EHS Manager is unavailable.

6. Conducts regular EHS inspection and audits across all projects with in the assigned area and notifies projects of non-compliance and recommends appropriate corrective actions and ensures that corrective actions are implemented.

7. Participates in monthly scorecard validation along with EHS Manager across other Construction Group.

8. Authorized to stop all activities observed with imminent danger and recommend corrective action prior to restarting the activity. Issue immediate stoppage order to work activities that presents imminent danger and life-threatening conditions.

9. Reports on Environment Health and Safety awareness, issues and statistics.

10. Assist EHS Manager in preparing reports for Management Committee (Business review, Quick wins, year-end report)

11. Manages the EHS training and development needs of all people within the assigned Construction Group based on TNA for position.

12. Manage the implementation of risk management across the assigned Construction Group at all projects and the Office to ensure risk are identified, controlled and the risk registers are updated.

13. Manages EHS Supervisors functionally for leave approval, time management and performance monitoring, approval and termination.

14. Reviews and approves incident notification investigation and reporting to all projects of the assigned area.

15. Facilitates incident investigation and reporting as required for “actual and potential” high severity classified incidents within the assigned area.

16. Timely notification of incidents to EHS Manager and Operations Group Head up through the EHS chain of command.

17. Monitors to ensure that all incident reports within the assigned Construction Group are completed and recorded in a timely complete, and accurate manner.

18. Coaches, mentors and serves as adviser for all EHS and Operations teams in the assigned Construction Group on all EHS matters.  

19. Maintains good working relationships with EHS and Operations representatives from sub-contracting companies and coops.

20. Maintains good working relationships with Regulators and LGU as applicable and participates in meetings and site visits regarding EHS matters within assigned Construction Group.

21. Performs other related tasks that may be assigned from time to time.

13. Understanding of construction techniques, methodology and basic knowledge to interpret construction drawings & plans.

14. A comprehensive understanding of the requirements of the PMI EHS Management System, as well as the DOLE OSHS Standards.

15. Knowledgeable on conducting inspections and internal audits, as well as detailed incident investigations and reports with appropriate corrective actions.

QUALIFICATIONS

• Deep understanding of legal, environment health and safety guidelines

• Ability in producing reports and developing relevant policies

• BSc/BA in Safety Management or relevant field is preferred

• Bachelors or Collage under Graduate (any Course) with 5 years’ experience in safety practices

• DOLE Accredited OSH Practitioner in Construction – Regardless of Education

• COSH, BOSH, LCM, TOT and Safety Audit Plan Training Certificate holder
