Job Description

DUTIES AND RESPONSIBILITIES

Research, Analyze and Develop

Formulate HSSE policies, standards, guidelines and procedures in order to eliminate or control workplace hazards and to mitigate the risks to employees, stakeholders, environment and the Company’s business operationLead in the development of the Company’s HSSE management system (MS) which shall consist of the framework/structure, responsibilities, processes, procedures and resources for implementing health, safety, environmental and security policiesProvide expertise in the preparation of Bridging document to align and synchronize contractor’s HSSE MS with that of the company which shall cover emergency readiness and response procedures, training and PPE requirements, operating procedures and incident reportingCreate a system, tools, and/or processes to track key metrics of strategy in appraising employees’ compliance and adherence to the HSSE policies, standards, guidelines and proceduresExamine all incident reports to determine the most effective corrective action to address deficiencies relating to the HSSE MS, environmental impact, unsafe conditions and at-risk behaviorsFormulate, develop and update personnel training matrix (HSSE required training based on employee’s job task) for each operating or field unitAnalyze and evaluate risk assessment studies to determine if any revision or update of existing policies, standards, guidelines or procedures is necessary

Publish & Communicate

Communicate and disseminate the Company’s HSSE policies, standards, guidelines and procedures to all managers, supervisors and staff, and any document revision thereofFacilitate HSSE related activities to ensure successful execution of the HSSE management systemEstablish a process for coordinating with and gaining the approval of senior management on new, revised or updated policies in the HSSE MSProvide relevant information on a timely manner to the concerned government agencies (i.e., DOE, BFP, DOLE-BWC, PNP, PPA, DOTC-OTS) with respect to Company’s HSSE policies and proceduresPromote the implementation of environmentally sound and safe operating practices in all areas of Company’s operation

Check & Audit

promptly conduct investigation involving fatality, significant environmental incident and major property losses and gather sufficient information to identify the direct and indirect cause of each incidentEnsure that the Company complies with applicable health, safety, security and environmental laws and regulations in all phases of its projects and make certain that all required permits/certificates/clearances are properly secured prior to the commencement of activityConduct periodic audit of the field and operating units’ compliance to and enforcement of the Company’s HSSE policies, standards, guidelines and procedures and provide recommendations based on audit findings and review existing processes for continuous improvementevaluate contractor’s HSSE performance and provide recommendations if any to ensure that HSSE policies and objectives of the Company are fulfilledExamine accident investigation results, identify the contributing factors and determine the most effective and efficient control to avoid recurrenceEnsure that health, safety, security and environmental considerations are incorporated into all aspects of project design, strategies, budget and decision-makingContinuously monitor the Company’s performance after the improvement or revision in the HSSE policies, MS, standards, guidelines or procedures is in placeEnsure that the Company’s emergency preparedness and response plans and procedures are properly maintained and updatedExamine the data recorded (i.e., identified hazards, severity and probability, actions to be taken) in the risk register and provide the most effective controls to address identified hazards

Reporting

Submit reports to the HSSE manager and obtain necessary approvals for incorporation of changes or revisions in the HSSE MS procedures and guidelinesReview status report submitted by the HSSE Policies Specialist and endorse it to the HSSE manager of the unit’s accomplishment and deliverables based on the approved work programPresent to the HSSE Manager an updated Master Corrective Action Register (MCAR) of the Company’s business operations and projects on a regular basis

Continuous Improvement

Keep abreast of industry-related developments and best practices and recommend possible adaptations applicable for the unit and the CompanyAdopt a solution and implement changes to HSSE policies, MS, standards, procedures and guidelines and execute communication and training strategiesConduct monitoring of implementation of the approved HSSE policies, management system, standards, procedures and guidelines and continue to look for incremental improvementsRecommend measures to protect employees from potentially hazardous work environment, methods, processes or materials

Cross-Functional Performance

Consult and collaborate with managers, supervisors, and staff in the development of the Company’s HSSE standards, guidelines and procedures relevant for each operating or field unitProvide intensive support through technical assistance and strategic advising concerning HSSE to the Company’s business operations and projectsCollaborate on a regular basis with the department managers and field unit heads in appraising the HSSE performance of its operationProvide leadership to field units for the implementation of newly approved HSSE standards, guidelines and/or proceduresEncourage employees to participate in the development of allocation of resources, policies and procedures, correcting unsafe conditions and behaviors, providing solutions for solving HSSE issues and action plans

Leadership and People Development

Develop and endorse Section’s work plans and activities with respect to the HSSED short-term and medium-term goalsLead the implementation of approved work plans and activitiesCoach direct reports to ensure optimum employee performance and the Section’s overall productivityProvide inputs in recruitment and termination of staffevaluate HSSE Policies Specialist’s performance and recommend applicable learning and development programs for competency enhancementConduct trainings and workshops to employees based on approved personnel training matrixPerform other necessary and related tasks for the achievement of the unit’s and organization’s goals

SKILLS AND QUALIFICATIONS

Bachelor’s degree in any Engineering Course, with corresponding professional licenseAt least five (5) years’ work experience in Energy-related industriesCompetent in developing and formulating HSSE standards, guidelines and proceduresExcellent organization skills with strong attention to detail, ability to prioritize and capacity to handle multiple tasks simultaneously and deliver work on timeAbility to make independent decisions regarding planning, organizing and scheduling workGood interpersonal skillsKnowledgeable in standard concepts, practices and procedures in the field of Oil & Gas and Mining operationsProficient in both oral and written communicationsExpert level of experience with Microsoft Office programs, including Word, and PowerPoint; proficiency in Microsoft Excel also required
